China's Export Surge and Electric Models Are Reshaping a Recovering Excavator Market

Excavators generated USD 58.36 Billion in global sales in 2025, and Radial Insights forecasts the market at USD 60.97 Billion in 2026 and USD 90.37 Billion in 2035, a 4.47% CAGR over 2025 to 2035. The excavators market recovered in 2025 after two weak years, led by Chinese demand at home and abroad, and our base-year estimate of USD 58.36 Billion reflects that rebound.

Our scope covers new hydraulic excavators of all sizes: mini excavators under 6 tonnes, small and medium crawler machines from 6 to 40 tonnes, large crawler units above 40 tonnes, wheeled excavators and specialty long-reach, demolition and amphibious machines. Values are at manufacturer selling price. Backhoe loaders, draglines, electric rope shovels, used-machine sales, rental revenue, attachments and parts are excluded.

China drives the cycle. The China Construction Machinery Association (CCMA) reported 235,257 excavator sales in 2025, up 17%, split almost evenly between 118,518 domestic units and 116,739 exports. Sales reached 214,274 units in January to September 2026, up 23.1%, with exports making up 56% of September volume.

Battery electric excavators are the fastest-growing segment at 24.60% a year, from a small base, after Volvo CE, SANY, XCMG, Hitachi and Komatsu all showed electric machines at bauma 2025. Africa is the fastest region at 6.10% a year, and Asia Pacific (APAC) holds the largest share at 46.80%.

The excavators market forecast assumes US tariff levels stay near mid-2026 rates and that China's domestic demand stabilizes after its recent rebound rather than returning to the 2021 peak.

Mini Excavators Outpace Larger Classes

Mini excavators grow at 5.30% a year because they suit tight urban sites, utility trenching and landscaping, and they are the easiest class to electrify. Bobcat's new 1 to 2 tonne models and Komatsu's PC26E-6 electric mini, added in January 2026, show where product launches are concentrated. Small and medium machines grow at 4.20% and large excavators at 3.90%, tracking mining and infrastructure capital spending.

Wheeled Excavators Gain on Crawlers

Wheeled excavators grow at 5.10% compared with 4.30% for crawler units. European contractors and municipalities favor wheeled machines that can drive between sites without a trailer, and Volvo CE's EWR150 Electric and Hitachi's ZE150W show electric versions arriving in this class. Specialty long-reach and demolition machines grow at 4.60%.

Battery Electric Units Grow at 24.60% While Diesel Holds at 3.20%

Battery electric excavators grow at 24.60% a year. Zero-emission site rules in cities such as Oslo and Copenhagen, lower noise and cheaper energy per hour favor electric machines in compact and mid-size classes. CCMA data show only 321 electric excavators sold in China in the first half of 2026, so the base is still tiny. Hybrid and hydrogen machines grow at 11.80%, and diesel at 3.20% remains the bulk of volume.

Utilities and Landscaping Lead Application Growth

Utilities and landscaping grow at 5.40% as grid upgrades, fiber rollout and water pipe replacement need compact machines. Construction and infrastructure grow at 4.40%, mining and quarrying at 4.10% and agriculture and forestry at 4.00%.

Rental Companies Buy Faster Than Owner-Operators

Rental companies grow at 5.60% as contractors prefer to rent rather than own machines, especially newer electric models. Contractors grow at 4.10%, government and municipal buyers at 4.30% and mining operators at 3.90%.

Market Dynamics

Market Trends

bauma 2025 Marked a Shift to Electric Line-Ups

At bauma in Munich in April 2025, Volvo CE showed an electric-only line-up including the 23-tonne EC230 Electric. SANY showed 35 products, 11 of them electric, led by the SY215E with a 422 kWh battery, and XCMG launched 13 E-series excavators for Europe, including the battery-swap XE215EV. Hitachi had announced 9 zero-emission models for the show in January 2025.

Chinese Exports Are Taking a Larger Share of Global Supply

China exported 116,739 excavators in 2025, up 16.1%, and 73,295 in the first half of 2026, up 33.5%. Exports made up 56% of September 2026 volume, and Chinese brands are winning share in Southeast Asia, the Middle East, Africa and Latin America.

Producers Are Adding Capacity Close to Customers

In June 2025, Volvo CE announced USD 261 million of investment across its excavator plants in Shippensburg, Pennsylvania, Changwon in Korea and Sweden, with mid and large crawler excavator production in the US planned for the first half of 2026. HD Construction Equipment, formed by the January 2026 merger of HD Hyundai Construction Equipment and HD Hyundai Infracore, raised capacity at its Pune plant in India to 9,000 units a year.

Trade Policy Is Driving Price and Sourcing Decisions

The US added excavators to its 50% Section 232 steel and aluminum derivative tariffs in August 2025, and then cut the rate on qualifying construction equipment from trade-deal countries to 15% in June 2026. Caterpillar reported a net incremental tariff cost of USD 1.7 billion in 2025 and expected about USD 2.6 billion in 2026.

Restraints and Challenges

Tariffs Raise Costs and Compress Margins

Caterpillar's Construction Industries profit fell 12% to USD 1.030 billion in the fourth quarter of 2025 even as sales rose 15%, with USD 420 million of unfavorable manufacturing costs largely from tariffs. Komatsu also cited US tariffs in its outlook, though it cut its forecast net tariff hit to USD 160 million in July 2026.

Emission Rules Add Engine and Aftertreatment Cost

EU Stage V limits for non-road engines, set out in Regulation (EU) 2016/1628, require particulate filters on most engines between 19 kW and 560 kW. Compliance raises machine prices in Europe, while markets with looser rules keep buying cheaper machines, which complicates global product planning.

European Demand Remains Soft

CECE reported that European construction equipment sales fell 1.1% in the first half of 2025, after declines of 10% in 2023 and 19% in 2024. Exports from Europe to North America fell 34% in the same period, and earthmoving demand was described as bottoming out rather than recovering.

Electric Machines Face Charging and Price Barriers

Electric excavators carry large batteries, more than 400 kWh in 20 to 25 tonne models, and remote sites rarely have grid power. China sold only 321 electric excavators in the first half of 2026 out of 152,320 units, which shows how far adoption still has to go.

Growth Drivers

Infrastructure Programs and Urban Construction Keep Machine Demand Rising

Public infrastructure spending underpins excavator demand in every region. China's domestic sales rose 17.9% to 118,518 units in 2025 and another 20.4% to 79,025 units in the first half of 2026, helped by water conservancy and rural road projects. India has become a key growth market, and HD Construction Equipment held a 20.5% share of the Indian excavator market in May 2026 while expanding its Pune plant toward 12,000 units a year by 2030. In the US, highway and broadband programs support utility contractors. We estimate infrastructure demand accounts for about +2.0% of annual excavators market growth through 2035.

Emerging-Market Exports Open New Volume

Chinese builders are using price and fast delivery to win orders in Southeast Asia, the Middle East, Africa and Latin America. Exports rose 16.1% in 2025 and 33.5% in the first half of 2026. HD Construction Equipment launched a 20-tonne DEVELON model built in Pune for the Middle East and Africa in June 2026, and Off-Highway Research expects the Middle East and Africa excavator market to reach about 23,000 units a year by 2030. Japan's CEMA reported July 2026 shipments of JPY 314.66 billion, up 9.3%, with exports up 11.4%. This export expansion adds roughly +1.2 points to the market's CAGR.

Electrification Lifts Value per Machine

Electric excavators sell at higher prices than diesel units of the same size, so even modest adoption raises market value. XCMG's 25-tonne XE215EV uses a battery of about 400 kWh that can be swapped in three minutes, SANY's SY215E carries a 422 kWh pack, and Volvo CE now sells electric machines from compact to 23 tonnes. Komatsu completed a third wave of electric minis with the PC26E-6 in January 2026. City rules that require zero-emission sites, starting in the Nordic capitals and spreading to other European cities, give buyers a direct reason to pay the premium. We put the electrification effect at close to +0.7% of annual growth.

Opportunities

Rental Fleets Are the Natural Channel for Electric Machines

Rental companies can spread the higher price of electric excavators across many customers and keep charging equipment at their depots, making them the first large buyers of electric minis and compact crawlers.

Automation and Remote Operation Create Premium Products

Hitachi showed an autonomous 14-tonne electric excavator in 2025, and machine control systems for grading and trenching are becoming standard. Builders that offer automation can sell to contractors facing operator shortages at higher margins.

Asia Pacific (APAC) Holds Nearly Half of Excavator Sales While Africa Grows Fastest

Caterpillar and Komatsu Lead Globally as Chinese Builders Take Share Abroad

The excavators market is led by a small group of global brands, with Chinese manufacturers now the fastest-growing challengers outside China. Competition centers on price, dealer coverage, financing and, increasingly, the breadth of electric and automated models.

Global Leaders

Caterpillar is the largest excavator maker by value, with a full range from mini to mining excavators and the widest dealer network; its Construction Industries segment sold USD 6.926 billion in the fourth quarter of 2025. Komatsu is the second global player, strong in Japan, North America and mining, and is expanding its electric mini range with the PC26E-6. Hitachi Construction Machinery is known for its ZX excavators and its zero-emission range developed with Kiesel through the KTEG venture.

Chinese Challengers

SANY is China's largest excavator brand and showed 11 electric products at bauma 2025, including the SY215E. XCMG offers a 1.5 to 70 tonne green range and the battery-swap XE215EV, and signed a 300-unit mini excavator order at bauma. Zoomlion and LiuGong are expanding exports to Southeast Asia, Africa and Latin America with competitively priced crawler machines.

Korean, European and Compact Specialists

HD Construction Equipment, which sells under the HYUNDAI and DEVELON brands, holds about a fifth of the Indian market. Volvo CE leads in electric excavators in Europe with the EC230 Electric and EWR150 Electric. Liebherr builds large crawler, wheeled and mining excavators, and Doosan Bobcat, Kubota, Takeuchi and Yanmar compete in mini excavators, where Bobcat launched four new 1 to 2 tonne models in 2025. Mecalac, fully owned by Fayat since June 2025, specializes in wheeled and compact excavators.

Competitive Direction

Western and Japanese builders are relocating production closer to customers to manage tariffs, while Chinese builders compete on price and fast delivery. Electric models and machine control software are becoming the main tools for differentiation.

Dealer strength remains the deciding factor in most tenders. Caterpillar, Komatsu and Volvo CE rely on independent dealers that provide financing, parts and field service, and those networks are hard for new entrants to copy. Chinese builders are closing the gap by signing distributors in Australia, Indonesia, Brazil and Saudi Arabia and by offering longer warranties. In compact equipment, Kubota, Bobcat and Takeuchi win through rental relationships and through broad attachment ranges that let one machine handle digging, lifting and breaking. Over the forecast period, we expect builders with both a strong dealer base and a credible electric range to gain share in the excavators market, while single-segment specialists focus on niches such as long-reach demolition and amphibious work.
