Record Backlogs and Rising Unit Prices Keep Fire Truck Spending Growing Through 2035

Fire departments and airports worldwide spent USD 8.74 Billion on new fire trucks in 2025, a figure Radial Insights expects to rise to USD 9.19 Billion in 2026 and USD 14.40 Billion in 2035, equal to a 5.12% CAGR. The fire trucks market was worth USD 8.74 Billion in the 2025 base year, and growth comes more from higher prices per apparatus and long-delayed replacements than from new fleet additions.

The study covers new fire apparatus: pumpers and engines, aerial ladders and platforms, tankers and tenders, heavy rescue and hazmat trucks, aircraft rescue and firefighting (ARFF) vehicles, and wildland units. It includes custom and commercial chassis and electric or hybrid drivelines. It excludes ambulances, command cars, refurbishment of used trucks, loose equipment such as hoses and breathing apparatus, and aftermarket service.

Supply is tight. US senators said at a September 2025 hearing that a pumper that cost about USD 500,000 in 2013 now costs about USD 1 million, and a ladder truck has risen from about USD 900,000 to about USD 2 million, while lead times stretched from one year in 2019 to as long as 3.5 years. Oshkosh, Terex (which absorbed REV Group in February 2026) and Rosenbauer together hold large order books.

Electric and hybrid fire trucks are the fastest-growing segment at 21.40% a year, from a very small base, following first production deliveries of the Pierce Volterra and Rosenbauer RTX. Africa is the fastest region at 6.70% a year, and North America holds the largest share at 41.30%.

The fire trucks market forecast assumes that the current antitrust review in the United States does not force a breakup of major builders and that factory throughput improves gradually from 2027.

Wildland and ARFF Trucks Lead Vehicle Type Growth

Wildland fire trucks grow at 6.60% a year as longer fire seasons in the western United States, Australia and southern Europe push agencies to add off-road engines. ARFF vehicles grow at 6.20%, supported by airport expansion and military orders such as the US Air Force's September 2026 order for 34 Oshkosh Striker 6x6 units. Aerial ladders and platforms grow at 5.30% because their high unit price, often near USD 2 million in the US, lifts value. Pumpers and engines grow at 4.80%, rescue and hazmat trucks at 5.00%, and tankers at 4.20%, the slowest, as rural fleets stretch replacement cycles.

Electric and Hybrid Units Grow at 21.40% Against 3.90% for Diesel

Electric and hybrid apparatus grow at 21.40% a year. Departments value lower diesel exhaust inside stations and quieter scene operation, and current designs keep a combustion range extender for long pumping jobs. Diesel trucks grow at 3.90% and still make up most deliveries through 2035.

Custom Chassis Gain on Commercial Chassis

Custom chassis apparatus grows at 5.40% compared with 4.60% for commercial chassis. Larger crew cabs, better crash protection and integrated electric drivelines all favor custom builds from Pierce, Spartan, E-ONE and Rosenbauer, even at higher prices.

Airports and Military Buyers Outpace Municipal Departments

Airports grow at 6.10% and military and forestry agencies at 5.70%, while municipal fire departments grow at 4.90% and industrial and oil and gas users at 5.30%. Municipal budgets are stretched by price increases, whereas airport operators fund ARFF purchases from capital programs tied to traffic growth.

Market Dynamics

Market Trends

Electric Pumpers Are Moving From Prototype to Production

In February 2025, Madison, Wisconsin, put the first production Pierce Volterra electric pumper into service, with a 246 kWh battery, a 1,500 gpm pump and a combustion backup engine. Cary, North Carolina, followed in July 2025 with the first Volterra on the US East Coast, and Rosenbauer America delivered an electric RTX to Navajo Nation Fire and Rescue in April 2025.

Builder Consolidation Is Drawing Political Scrutiny

In April 2025, Senators Hawley and Kim wrote to REV Group, Oshkosh and Rosenbauer America about prices and backlogs, noting the three firms' estimated 70% to 80% US share. In July 2026, Senators Warren and Banks filed a bipartisan resolution directing the FTC to study fire truck roll-ups, citing prices that have doubled over a decade.

Ownership of Major Brands Is Changing

Terex and REV Group announced their merger in October 2025 and completed it in February 2026, bringing E-ONE, KME, Ferrara and Spartan Emergency Response under Terex. In Europe, Iveco completed the transfer of Magirus to Mutares in January 2025, and Mutares was reported in May 2026 to be weighing a sale or listing of the business.

Electric ARFF Trucks Are Winning Repeat Orders

Oshkosh Airport Products delivered three Striker Volterra 6x6 electric ARFF trucks to Paris-Le Bourget in December 2025, and the airport ordered a fourth in March 2026, its first repeat order. Airports see electric crash tenders as a fit for short response runs and long standby periods.

Restraints and Challenges

Long Lead Times Delay Replacement Cycles

Lead times that ran about one year in 2019 have stretched to as long as 3.5 years, and some departments report waits of up to 5 years. The July 2026 resolution from Senators Warren and Banks, published on the US Senate website, states that lead times have nearly tripled since 2019.

Price Inflation Strains Municipal Budgets

Providence, Rhode Island, paid USD 449,159 for a pumper in 2021 and USD 734,320 for a similar unit in 2024. Volunteer departments, which make up 70.0% of the 27,166 US departments in the USFA registry, struggle most to fund trucks that now cost USD 1 million or more.

Factory Throughput Problems Limit Deliveries

Oshkosh said in October 2026 that fire apparatus production fell in the third quarter because modernizing its manufacturing was taking longer than expected; municipal fire apparatus sales were USD 362.1 million, down from USD 405.5 million a year earlier. The company cut its full-year earnings guidance as a result.

Antitrust Litigation Adds Uncertainty

In April 2026, suits by more than 60 cities, counties and fire departments were consolidated into three antitrust class actions in Wisconsin federal court against REV, Oshkosh, Rosenbauer and the Fire Apparatus Manufacturers' Association. The defendants moved to dismiss in August 2026, and the outcome could affect pricing and distribution practices.

Growth Drivers

Aging Fleets and Deferred Replacements Create Pent-Up Demand

Many US departments postponed replacements during 2020 to 2023 and now face older fleets just as prices have risen. The USFA registry lists 27,166 departments and 52,309 stations, and the NFPA needs assessment flags aging apparatus as a recurring gap. Oshkosh's Vocational segment ended 2025 with a backlog of USD 6,614.8 million, and Terex reported a group backlog of USD 7.0 billion at September 2026, both of which point to years of deliveries already contracted. The FY2025 Assistance to Firefighters Grant program, posted in May 2026 with USD 291.6 million in funding, lists emergency vehicle purchases as an allowable cost. We estimate that replacement demand contributes about +2.0% a year to fire trucks market growth.

Higher Content per Truck Raises Value Faster Than Units

Each new apparatus carries more electronics, larger cabs, stronger crash protection and cleaner engines than the unit it replaces. Rosenbauer's 2025 revenue rose 9.4% to EUR 1,429.0 million and its backlog reached EUR 2,354.6 million, about 165% of a year's sales, while REV Group's Specialty Vehicles segment sold USD 1,814.8 million in fiscal 2025 with a backlog of USD 4,402.3 million. Price and mix explain much of the gain in both firms. This content effect supplies around +1.6 points of the annual CAGR through 2035.

Airport Growth and Defense Orders Expand the ARFF Base

The US Air Force ordered 34 Oshkosh Striker 6x6 ARFF trucks in September 2026, with deliveries starting late in the year, and Paris-Le Bourget placed a repeat order for an electric Striker Volterra in March 2026. New airports in the Gulf, India and Southeast Asia each require ARFF fleets sized to their aircraft category under ICAO rules. Morita Holdings plans to lift the overseas share of its fire vehicle sales from 32% to 43% by fiscal 2030. Specialized airport and defense demand lifts market growth by roughly +0.8% a year.

Opportunities

Electric Drivelines Open a Premium Product Tier

With first production electric pumpers in service in Madison, Cary and Window Rock, and repeat ARFF orders in Europe, builders can sell electric options at a premium to departments with climate targets or indoor exhaust concerns.

Capacity Additions Can Capture Unserved Demand

Oshkosh has said it will invest in more US fire truck production, and Spartan showed new S-180 pumpers and a 105-foot tractor-drawn aerial at FDIC 2026. Builders that shorten delivery times can win orders from departments now waiting years.

Refurbishment and stock-unit programs are a related opening. Departments facing multi-year waits are buying demonstrator and stock trucks built to standard specifications, and builders that keep a rolling inventory of standard pumpers can capture these buyers at full price while factory slots for custom units remain booked.

North America Holds the Largest Fire Truck Share While Africa and the Middle East Grow Fastest

Asia Pacific (APAC)

Asia Pacific (APAC) accounts for 22.40% of the fire trucks market, worth USD 1.96 Billion in 2025, and should reach USD 3.54 Billion by 2035 at a 6.10% CAGR. Japan's Morita Holdings leads domestically and targets JPY 150 billion in group sales by fiscal 2030, while China, India and Southeast Asian countries are adding apparatus for new cities, industrial parks and airports.

North America

North America represents 41.30% of global value, or USD 3.61 Billion in 2025, and is forecast at USD 5.69 Billion by 2035 at a 4.65% CAGR. The United States has 27,166 registered departments, and Oshkosh alone sold USD 1,516.2 million of municipal fire apparatus in 2025. Long backlogs mean much of the next three years of North American revenue is already booked.

Europe

Europe holds 25.60% of 2025 spending, at USD 2.24 Billion, rising to USD 3.54 Billion by 2035 at a 4.70% CAGR. Austria's Rosenbauer and Germany's Magirus are the main builders, and European cities are early buyers of electric units. Magirus revenue was reported at about EUR 300 million in 2025.

Latin America

Latin America accounts for 3.50% of the market, worth USD 0.31 Billion in 2025, and should reach USD 0.51 Billion by 2035 at a 5.20% CAGR. Brazil, Mexico and Chile buy through national or state tenders, often on commercial chassis with imported pumps and bodies.

Middle East

The Middle East represents 5.20% of 2025 value, or USD 0.45 Billion, and is forecast at USD 0.85 Billion by 2035 at a 6.40% CAGR. New airports, refineries and giga-projects in Saudi Arabia and the UAE drive orders for ARFF and industrial foam tenders.

Africa

Africa holds 2.00% of spending, worth USD 0.17 Billion in 2025, and is the fastest-growing region at 6.70% a year, reaching USD 0.33 Billion by 2035. Airport upgrades in Nigeria, Kenya and Egypt and mining-site fire cover create demand, often financed by development lenders.

Three Builders Control Most US Fire Truck Supply While Regional Specialists Lead Elsewhere

The fire trucks market is concentrated in North America and more fragmented in Asia and Latin America. US senators cited an estimated 70% to 80% US share for REV Group, Oshkosh and Rosenbauer, and buyers increasingly judge suppliers on delivery slots as much as on price or specification.

North American Leaders

Oshkosh Corporation, through Pierce Manufacturing, is the largest US custom apparatus builder and the maker of the Volterra electric pumper; Oshkosh Airport Products supplies Striker ARFF trucks worldwide. Terex Corporation now owns the former REV Fire Group, including E-ONE, KME, Ferrara and Spartan Emergency Response, after the February 2026 merger, and reports them in its Specialty Vehicles segment. Rosenbauer America builds custom pumpers and aerials in South Dakota and Minnesota and sells the RTX electric truck.

European Builders

Rosenbauer International of Austria is the largest European builder, with 2025 revenue of EUR 1,429.0 million and a full range from municipal pumpers to Panther ARFF vehicles. Magirus, owned by Mutares since January 2025, is known for turntable ladders and has added Achleitner. Bronto Skylift, part of Morita Holdings, leads in high-reach aerial platforms, and Ziegler, part of CIMC, builds municipal and industrial trucks in Germany.

Asia Pacific Specialists

Morita Holdings dominates Japan's fire vehicle market and is expanding abroad through Bronto, while Chinese builders such as CIMC and XCMG supply domestic fire brigades and export to Africa and Southeast Asia. Federal Signal formerly owned Bronto and retains limited fire exposure today.

Competitive Direction

Builders are competing on throughput and electric technology. Oshkosh is investing in additional US capacity, Rosenbauer guides to about EUR 1.6 billion in 2026 revenue, and Terex targets USD 75 million in merger synergies by 2028. Antitrust cases in Wisconsin may shape how dealers and builders price new orders.

Dealer networks matter as much as factories. Most US apparatus is sold through exclusive regional dealers that handle specification meetings, delivery inspections and warranty service, and a builder's reach into volunteer departments depends on that dealer coverage. In Europe and Asia, builders sell more often through direct tenders, which favors firms with local assembly and service centers. For new entrants, the barrier is less engineering than the cost of building a service footprint that a fire chief can trust for a truck expected to stay in front-line use for well over a decade.
