Privatized Concessions and EV Checks Push Vehicle Inspection Services Past USD 33 Billion by 2035

Radial Insights values the vehicle inspection services market at USD 21.35 Billion in 2025, with revenue reaching USD 22.31 Billion in 2026 and USD 33.09 Billion in 2035, a compound annual growth rate of 4.48% across 2025-2035. Growth is steady rather than spectacular because most demand is set by law, but new concessions, wider test scopes and used vehicle checks keep revenue rising faster than the global vehicle fleet.

We define the market as fee revenue from third-party inspection of road vehicles: statutory periodic technical inspection (PTI) for roadworthiness, standalone emissions testing, fitness certification for commercial vehicles, pre-purchase and used vehicle condition inspections, and battery and high-voltage system checks for electrified vehicles. Type approval and homologation testing, factory end-of-line testing, insurance claims assessment and repair work that follows a failed test are excluded.

EV battery and high-voltage system inspection is the fastest-growing service at a 16.80% CAGR, from a small base, followed by remote and digital inspection at 11.20%. The Middle East is the fastest-growing region at 6.40% a year, while Asia Pacific (APAC) adds the most new revenue and overtakes Europe as the largest region by 2035, reaching USD 12.35 Billion.

Scale matters in this business. DEKRA, the largest operator, performs about 34 million vehicle inspections a year and reported 2025 revenue of EUR 4.4 billion, up 3.4%. In Türkiye, a consortium including Opus Group signed a 20-year concession in July 2026 covering 34.5 million registered vehicles and about 16 million inspections a year, one of the largest programs in the world. Operations are scheduled to begin in August 2027.

Policy cuts both ways. Texas abolished safety inspections for non-commercial vehicles from 1 January 2025, removing millions of annual tests, and in May 2026 a European Parliament committee voted against the European Commission's plan for annual tests on cars older than ten years. Even so, the vehicle inspection services market benefits from broader test content, India's automated testing station program and fast growth in used vehicle checks.

Periodic technical inspection leads service revenue, while EV battery checks grow fastest

Periodic technical inspection is the largest service type and grows at 4.05%, tracking fleet growth, fee indexation and new test items such as airbags, emergency braking and recall status. Emissions testing grows at only 2.85% because newer vehicles pass easily, several U.S. states have narrowed programs and EV owners are exempt from tailpipe tests. EV battery and high-voltage system inspection grows at 16.80% as regulators and used car buyers ask for state-of-health reports. Pre-purchase and used vehicle inspection grows at 7.35%, helped by online used car retail, and fleet and commercial fitness inspection grows at 5.10%.

Two-wheelers and heavy vehicles outpace passenger cars

Passenger cars account for most tests and grow at 4.20%. Two-wheelers grow fastest at 6.25%, since the European Parliament's transport committee backed mandatory periodic checks for motorcycles above 125cc and Asian markets are adding two-wheeler testing. Heavy commercial vehicles and buses grow at 4.95% and light commercial vehicles at 4.70%, as fitness tests for goods and passenger transport tighten in India, Türkiye and the Gulf.

Private concessions take share from government stations

Government-operated stations grow at only 1.90% as more states hand inspection to private operators. Private concession and licensed operators grow at 5.30%, the fastest provider group, reflecting long-term contracts such as the Türkiye award and India's automated testing station licenses. Independent garages and dealerships, which perform tests in countries such as the United Kingdom and parts of the United States, grow at 4.40%.

Mobile and remote modes grow faster than fixed lanes

Fixed stations with brake, suspension and emissions lanes remain the standard and grow at 4.15%. Mobile and on-site inspection grows at 7.60%, serving rural areas and fleets; the Türkiye program alone includes 103 mobile stations. Remote and digital inspection grows at 11.20%, covering photo-based condition reports, odometer verification and over-the-air data checks that support used vehicle sales and leasing returns.

Market Dynamics

Market Trends

Large multi-decade concessions replace state-run programs

Governments are outsourcing inspection to private operators under long contracts that require new stations. In late February 2025, a consortium including Opus Group was awarded a 20-year concession for all vehicles in Türkiye, and in July 2026 the agreement was signed: 249 fixed stations, 103 mobile stations, 900 lanes across 81 provinces and about USD 3 billion of planned investment. Operations are scheduled to begin on 15 August 2027. In 2026, Albania awarded its roadworthiness control contract to SGS, according to the Tirana Times.

Test content expands to electronics, recalls and odometers

The European Commission's roadworthiness package, proposed in April 2025, adds checks on electronic safety systems, electric and hybrid components, particle number and NOx measurement, and odometer recording. In May 2026, the European Parliament's transport committee voted 30 to 11 to drop annual tests for cars older than ten years but backed a wider standard test, including failure for cars with an outstanding safety recall. Longer test content raises revenue per inspection even where test frequency stays the same.

Automation and standardized testing in emerging markets

India is moving commercial vehicle fitness tests to automated testing stations with sensor-based brake, suspension and headlamp checks. In April 2026, Maharashtra reported 53 stations planned, 7 complete and 37 more due by the end of August, out of 214 planned nationally. Automation reduces manual discretion and raises fees per test, which draws private investors into the market.

Operators diversify into digital and claims services

DEKRA reported 2025 revenue of EUR 4.4 billion and took a majority stake in Spearhead, a technology company that digitizes vehicle claims management. In Ireland, Applus Inspection Services, which runs the National Car Test, lifted 2025 revenue more than 13% to about EUR 117.7 million and told the Irish Times in July 2026 that it expects EU roadworthiness changes to raise test volumes.

Restraints and Challenges

Some jurisdictions are cutting inspection requirements

Under House Bill 3297, Texas abolished its vehicle safety inspection program for non-commercial vehicles from 1 January 2025, as described by the Texas Department of Public Safety; emissions tests remain only in designated counties. Other U.S. states have debated similar moves, and each repeal removes recurring fee revenue that operators cannot easily replace. We estimate U.S. program cuts subtract about 0.3 points from global annual growth.

Political resistance to more frequent testing

The European Commission's April 2025 plan for annual checks on cars older than ten years met opposition from several member states and from the European Parliament's transport committee, which rejected it in May 2026. In June 2026, Parliament also voted to remove mandatory annual emissions tests for vans. Frequency increases are the biggest single lever for volume, so their failure caps growth in Europe.

Fee caps and price regulation

Inspection fees are often set or capped by governments and adjusted only every few years. When wage and equipment costs rise faster than fee indexation, operator margins shrink and investment in new lanes slows, especially in Latin America and parts of Europe.

Newer vehicles fail less often

Modern vehicles with on-board diagnostics and better corrosion protection fail emissions and safety tests less often, reducing retest and follow-up revenue. Electric vehicles also need no tailpipe test, so emissions testing revenue declines as EV shares rise.

Growth Drivers

Aging fleets keep statutory demand rising

Older vehicles must be inspected more often in many countries and fail more items. ACEA reported in January 2026 that the EU had about 256 million cars and 6.2 million trucks in use, with trucks averaging 14 years, according to its Vehicles on European roads 2026 report. S&P Global Mobility put the average U.S. light vehicle at 12.8 years in 2025, with 289 million in operation. Each additional year of fleet age adds vehicles to the higher-frequency testing bands used in many PTI regimes and raises failure and retest rates. DEKRA alone performs about 34 million inspections a year, and its 3.4% revenue growth in 2025 came despite weak new vehicle markets. Fleet growth adds to the effect: vans in EU use rose 1.9% to about 31.1 million, and every new commercial vehicle enters annual fitness testing in most countries. Fee indexation, typically tied to inflation, lifts revenue further even where volumes are flat. Radial Insights estimates that fleet aging and growth together add about +1.6% to the vehicle inspection services market's annual expansion.

New concessions and automated stations in emerging markets

Türkiye's program will inspect about 16 million vehicles a year from August 2027 under a concession with USD 3 billion of planned investment. India plans 214 automated testing stations for commercial vehicle fitness tests, and Maharashtra alone is building 53. Gulf states, North Africa and Southeast Asia are also tendering private PTI networks. These programs convert manual, low-fee checks into higher-fee automated tests run by private operators such as Opus Group, Applus+, SGS, DEKRA and TÜV SÜD. We expect concessions and automation to account for roughly 1.2 percentage points of the 4.48% CAGR, with the strongest effect in the Middle East and Asia Pacific.

Electrified vehicles and used car transparency

Electric and hybrid vehicles need checks of high-voltage cabling, insulation and battery state of health, which the EU roadworthiness proposal adds to the test for the first time. Used vehicle buyers and lenders increasingly ask for third-party battery and condition reports, and online used car platforms use pre-purchase inspections to reduce returns. TÜV Rheinland, DEKRA and ACV Auctions all offer condition reporting services. Battery state-of-health reports matter because a degraded pack can cut a used EV's value by thousands of dollars, and buyers have no other way to judge it. Because EV battery inspection grows at 16.80% and pre-purchase inspection at 7.35%, these services together lift market growth by about 0.9 points a year.

Opportunities

Cross-border and digital roadworthiness certificates

The European Parliament's position allows drivers to have a car inspected in another EU country, producing a temporary certificate valid for six months. Operators with networks in several countries can capture mobile residents and fleet customers.

Fleet and leasing return inspections

Leasing companies return millions of vehicles each year and need consistent condition grading. Operators that combine on-site inspection, photo-based digital reports and repair estimates can win multi-year contracts with lessors and rental fleets.

Asia Pacific Overtakes Europe While the Middle East Grows Fastest in Vehicle Inspection

Europe

Europe was the largest region in 2025 with a 36.40% share of the vehicle inspection services market, worth USD 7.77 Billion, and is forecast at USD 10.96 Billion in 2035, a 3.50% CAGR. The EU's 256 million cars are tested under Directive 2014/45/EU, and Germany, France, Spain and Italy host large networks run by DEKRA, TÜV SÜD, TÜV Rheinland, TÜV NORD and Applus+. The roadworthiness package will widen test content but not frequency for older cars.

Asia Pacific (APAC)

Asia Pacific (APAC) held 33.70% of 2025 revenue, or USD 7.19 Billion, and grows at 5.55% to USD 12.35 Billion by 2035, becoming the largest region. Japan's shaken system is among the most frequent and costly in the world, China runs annual checks on a vast fleet, and India is building 214 automated testing stations. Private operators are expanding as governments outsource.

North America

North America accounted for 15.20% of the market in 2025, worth USD 3.25 Billion, and grows slowest at 2.95% to USD 4.34 Billion by 2035. Programs vary by state, and Texas removed safety inspections for non-commercial vehicles in January 2025. Used vehicle and fleet inspections are the main growth areas in the United States and Canada.

Latin America

Latin America represented 6.90% of the vehicle inspection services market in 2025, equal to USD 1.47 Billion, and grows at 5.10% to USD 2.42 Billion in 2035. Argentina, Chile, Mexico and Brazil use concessions, and Opus Group operates in the region through VTV Norte. Expansion of mandatory checks in Brazilian states is a key upside.

Middle East

The Middle East took 4.80% of 2025 revenue, or USD 1.02 Billion, and is the fastest-growing region at 6.40% a year, reaching USD 1.91 Billion by 2035. Türkiye's concession covering 34.5 million vehicles starts in August 2027, and Saudi Arabia and the UAE continue to automate and privatize testing.

Africa

Africa accounted for 3.00% of the market in 2025, valued at USD 0.64 Billion, and should reach USD 1.15 Billion in 2035 at a 6.05% CAGR. Morocco, Egypt, Kenya and South Africa are modernizing roadworthiness testing, often through private operators and donor-funded road safety programs.

European Testing Groups and Concession Specialists Control Most Private Inspection Revenue

The vehicle inspection services market is regionally concentrated. In most countries a handful of licensed operators or a single concessionaire run the stations, and Radial Insights estimates that the ten largest private groups earn a little under half of global revenue, with government stations and garages accounting for the rest. Competition happens mainly at tender time, on price, investment commitments and technology.

German testing organizations

DEKRA is the global leader by volume, with about 34 million inspections a year, 2025 revenue of EUR 4.4 billion and more than 48,000 employees. TÜV SÜD, TÜV Rheinland and TÜV NORD run statutory inspections in Germany and abroad and are known for engineering depth in safety and EV testing. GTÜ and KÜS are smaller German networks working through partner engineers and garages.

Global testing, inspection and certification groups

Applus+ runs statutory inspection programs in Spain, Ireland, Denmark, Finland, Argentina, Chile and several U.S. states, and its Irish NCT unit earned about EUR 117.7 million in 2025. SGS operates vehicle inspection in several countries and won Albania's roadworthiness control contract in 2026. Bureau Veritas and Intertek offer vehicle and fleet inspection as part of broader portfolios.

Concession specialists

Opus Group, listed in Sweden, specializes in vehicle inspection concessions and emissions program management, handles more than 30 million inspections a year and is a member of the consortium for Türkiye's 20-year program. Specialists like Opus compete by financing stations and taking concession risk that larger groups may avoid.

Digital and used vehicle inspection providers

ACV Auctions and similar remarketing platforms use their own inspectors and data to grade used vehicles, while DEKRA's Spearhead stake signals a push into digital claims and condition assessment. We expect digital players to take a growing share of non-statutory inspections as remote and photo-based checks grow at 11.20% a year.
