One of the Most Commercially Consequential Regulatory Developments

Extended Producer Responsibility for tires is one of the most commercially consequential regulatory developments affecting tire manufacturers globally. EPR schemes - which hold producers financially responsible for the cost of collecting, processing and valorizing their products at end-of-life - are now operational or under development in every major tire market. The European Union mandates 100 percent valorization of end-of-life tires, with EPR collection and funding obligations embedded in national legislation across all 27 member states, administered through Producer Responsibility Organizations (PROs) including VASKO in France, RFI in Spain, and Tyrec in Belgium. The United States operates state-level tire EPR programs in 49 states, covering advance disposal fees, retailer take-back requirements and processor performance standards. India's EPR framework for waste tires, established under the Hazardous and Other Wastes Management Rules and progressively strengthened, requires tire producers to demonstrate that a defined proportion of the waste tires equivalent to the volume they place on market is being channeled into approved processing pathways. Japan's tire recycling framework operates through industry association programs.

The Real Complexity: Compliance Management

The complexity that EPR creates for tire manufacturers is not simply the financial cost of PRO membership fees or advance disposal fees - though these are material and must be factored into product pricing architecture across affected markets. The deeper complexity lies in compliance management: understanding the specific legal basis and scope of each scheme, completing producer registration in every jurisdiction where obligations apply, calculating the financial contribution based on the volumes placed on market (which requires accurate sell-through data by market, not shipment data), meeting reporting obligations on time and with auditable data quality, managing the interaction between multiple overlapping PRO memberships in markets where multiple schemes operate simultaneously, and monitoring the rapidly evolving legislative landscape as new schemes come into force and existing schemes strengthen.

Our EPR Policy Navigation Services

Radial Insights provides EPR policy navigation services across three dimensions. First, global EPR obligation mapping: a systematic review of your current and projected market footprint against the EPR obligations applicable in each geography, identifying registration gaps, unreported obligations and compliance risks. We draw on our coverage of regulatory frameworks across 160-plus countries to ensure the mapping is comprehensive rather than limited to the most visible schemes. Second, compliance program design: for manufacturers entering new EPR-applicable markets or managing compliance in existing markets, we design the operational processes, data management systems and reporting frameworks that ensure ongoing compliance as volume, product mix and legislative requirements change. Third, regulatory monitoring and advocacy: given the pace of EPR legislative development globally, we provide ongoing regulatory intelligence and support manufacturer engagement in policy consultation processes where collective industry input can shape scheme design in commercially workable directions.
