UN ECE type approval is the gateway to market access in the 60-plus countries that are contracting parties to the 1958 Agreement on Wheeled Vehicles, Equipment and Parts, administered by the United Nations Economic Commission for Europe. Three regulations are directly applicable to tire manufacturers: Regulation R30 governing pneumatic tires for motor vehicles and their trailers (covering PCR, LCV and general purpose tires), Regulation R54 governing pneumatic tires for commercial vehicles and their trailers (covering TBR and heavy-duty tires), and Regulation R75 governing pneumatic tires for motorcycles and mopeds.

A fourth regulation, R117 covering rolling resistance, wet grip and rolling noise test methods, interacts with both the EU Tire Labelling Regulation and the type approval framework - providing the test methodology basis for the performance parameters disclosed on the EU label.
