Cobalt Salt Adhesion Promoters Hold Their Place in Steel-Belted Tires Despite Record Cobalt Volatility

Global demand for tire cobalt salt adhesion promoters reached USD 362.40 Million in 2025 and is set to rise to USD 375.63 Million in 2026 and USD 518.66 Million by 2035, a 3.65% CAGR. That pace tracks radial tire output more closely than cobalt prices, because tire makers rarely remove an adhesion system that has passed years of durability validation.

Radial Insights defines the Tire Cobalt Salt Adhesion Promoters market as cobalt carboxylate and cobalt boron complex salts compounded into the rubber that surrounds brass-plated steel cord and bead wire. The salts speed the formation of a copper sulfide interlayer between brass and rubber during vulcanization and protect that bond against heat and humidity aging. Our scope covers cobalt neodecanoate, cobalt boroacylate, cobalt stearate, cobalt naphthenate and other carboxylates, sold as pastilles, liquids or polymer-bound masterbatch. We exclude cobalt metal, battery-grade cobalt sulfate, cobalt driers sold into paints and inks, and resorcinol or resin bonding systems, which we track separately.

Values are measured at the point of sale to tire and technical rubber compounders. Because cobalt metal swung from about USD 24,343 per tonne in January 2025 to USD 53,005 per tonne by the end of December 2025, revenue in this market can move faster than volume. Our base case assumes contract pricing passes most raw material movement through to tire makers with a lag of one to two quarters.

Polymer-bound masterbatch is the fastest growing form at a 4.90% CAGR, as compounders move away from dusty pastilles to meet tighter workplace exposure rules. Asia Pacific (APAC) is the fastest growing region at 4.10% a year and already holds 58.40% of 2025 revenue, anchored by China, India, Thailand and Vietnam tire capacity.

Truck and bus radial tires carry the highest cobalt loading per tire, since all-steel carcasses and four-belt packages expose far more brass surface than a passenger radial. That makes the commercial fleet replacement cycle the single most important demand variable in our model through 2035.

Boroacylate Chemistry and Masterbatch Forms Outgrow the Traditional Cobalt Salt Mix

Growth across the Tire Cobalt Salt Adhesion Promoters market splits along two lines: how much cobalt a product delivers per kilogram, and how safely it can be handled on a mixing line. Products that score well on both measures gain share of tire maker specifications, while older naphthenate grades slowly lose ground. The table lists Radial Insights' growth estimates for each segment.

Cobalt Neodecanoate Remains the Default Specification While Boroacylate Grows Faster

Cobalt neodecanoate remains the most widely specified salt in belt skim compounds and expands at 4.10% a year, because it disperses well and has decades of validation data at every major tire maker. Cobalt boroacylate grows faster at 4.45% a year: a boron complex delivers more cobalt per kilogram of additive (about 22.5% in Umicore's ECOS B 22.5 C grade versus about 20.5% in its neodecanoate ECOS D 20.5 P grade), which lets compounders cut dosage when cobalt prices spike. Cobalt stearate grows 2.30% a year, mostly in bead wire and hose compounds where lower cost matters more than peak aged adhesion. Cobalt naphthenate is the slowest at 1.40% a year as naphthenic acid supply tightens and buyers prefer cleaner synthetic acids.

Masterbatch Gains as Plants Prepare for Lower Exposure Limits

Pastilles and flakes remain the main form sold and grow 3.80% a year. Polymer-bound masterbatch, where the salt is pre-dispersed in an EPDM or similar elastomer binder, leads at 4.90% a year because it removes airborne dust at the weighing station, a direct answer to the cobalt exposure limits the European Commission proposed in July 2025. Liquid grades trail at 2.60% a year, since most tire mixing rooms are not set up for heated liquid dosing.

Belt Skim Compounds Drive Volume, Truck Carcass Compounds Add Intensity

Belt skim compounds grow 3.90% a year and remain the largest use, since every steel-belted radial needs at least two cobalt-loaded belt plies. Truck radial carcass compounds follow at 3.70% a year, reflecting the all-steel ply in commercial tires. Bead wire compounds grow 3.10% a year, and non-tire steel-reinforced rubber such as hydraulic hose and steel cord conveyor belts grows 2.80% a year.

Truck and Bus Radial Tires Carry the Highest Cobalt Load per Unit

Truck and bus radial tires grow fastest by tire type at 3.95% a year, as India, Southeast Asia and Latin America keep converting commercial fleets from bias to radial construction. Off-the-road and specialty tires grow 3.60% a year with mining activity, while passenger and light truck radials grow 3.40% a year in line with replacement demand and new vehicle output.

Market Dynamics

Market Trends

Supply Shock in Cobalt Pushes Tire Makers Toward Lower Dosage Formulations

The Democratic Republic of the Congo suspended cobalt exports in February 2025, extended the measure in June 2025 and replaced it with an export quota system in mid-October 2025 that caps annual exports at about 96,600 tonnes, roughly half of 2024 levels. Cobalt metal climbed from about USD 24,343 per tonne in January 2025 to USD 53,005 per tonne by December 2025. Compounders responded by reviewing dosage ladders and qualifying higher-cobalt boroacylate grades that deliver the same metal content with fewer kilograms of additive.

Cobalt-Free Bonding Chemistries Move From Lab to Plant Trials

allnex launched ALNOVOL PN 870 in August 2024 as a label-free phenolic adhesion promoter that removes both cobalt and resorcinol from tire and technical rubber compounds. Other suppliers market functionalized resins and modified brass coatings that aim at the same outcome. Through 2025 and 2026, tire makers have treated these products as partial substitutes in carcass and bead compounds rather than as full replacements in belt skims, where aged adhesion margins remain tight.

Workplace Exposure Rules Shift Demand Toward Dust-Free Forms

The European Commission proposed binding limits for cobalt and inorganic cobalt compounds on 18 July 2025 of 0.01 mg per cubic meter for the inhalable fraction and 0.0025 mg per cubic meter for the respirable fraction, with six years of higher transitional values. The Council and the European Parliament reached a provisional agreement on that revision on 23 June 2026. Mixing rooms in Europe are already testing pre-dispersed masterbatch and closed weighing systems to stay below those thresholds.

Steel Cord Volume Shifts East With Tire Capacity

Bekaert reported on 26 February 2026 that its rubber reinforcement unit saw strong volume growth in China that offset lower demand in Europe during 2025, and it booked EUR 40 million of one-off charges to restructure its tire reinforcement footprint. Every tonne of steel cord that moves to an Asian plant takes cobalt salt demand with it, which is why Asia Pacific (APAC) gains share through 2035.

Restraints and Challenges

Hazard Classification Raises Compliance Costs

Cobalt salts carry Carcinogenic 1B and Reproductive Toxicity 1B classifications under the EU CLP Regulation, plus skin and respiratory sensitizer labels. The June 2026 Council and Parliament agreement on the carcinogens directive sets workplace exposure limits for cobalt and its inorganic compounds. Tire plants must fund air monitoring, enclosed handling and medical surveillance, costs that a compounder weighs against switching chemistry.

Raw Material Price Swings Squeeze Supplier Margins

Cobalt hydroxide prices rose 328% and cobalt sulfate rose 266% during 2025. Salt producers that buy intermediates on spot terms while selling to tire makers on quarterly contracts carried that gap on their own balance sheets for much of the year, which raised working capital needs across the supply chain.

Concentrated Supply Origin

The Cobalt Institute's report released on 13 May 2026 shows the Democratic Republic of the Congo produced 73% of mined cobalt in 2025 and Indonesia 14%. Tire makers that need conflict-free sourcing documentation face audit costs, and quota decisions in Kinshasa can change availability within weeks.

Substitution Risk in Non-Critical Compounds

Cobalt-free resins and modified brass plating are most likely to win carcass, bead and hose compounds first. We estimate this substitution trims about 0.4 percentage points from annual growth over the forecast, a drag already built into our 3.65% base case.

Growth Drivers

Radial Conversion of Commercial Fleets in Emerging Markets

Truck and bus radial tires contain an all-steel carcass plus three or four steel belts, so each tire uses several times the cobalt loading of a passenger radial. India produced 6.49 million vehicles in 2025, and commercial fleets across India, Indonesia, Vietnam and Brazil are still moving from bias to radial construction on long-haul routes. Apollo Tyres, JK Tyre, Bridgestone and Michelin have all added truck radial capacity in Asia over recent years, and every new truck radial line creates a fresh, long-term specification for neodecanoate or boroacylate salts. We attribute about +1.3% of annual market growth to this conversion through 2035, the largest single driver in our model. Radial penetration in Indian truck tires has climbed steadily over the past decade but still trails China, so the runway for additional cobalt-loaded casings is long.

Rising Global Vehicle Output and Larger Wheel Diameters

OICA reported on 23 April 2026 that world vehicle production rose 3.9% to 96.4 million units in 2025, led by China at 34.53 million units. Each new car leaves the plant on four or five steel-belted radials, and the shift to SUVs and battery electric vehicles is lifting average tire size and belt width. Heavier electric vehicles also demand stronger belt packages to manage higher torque and load, which raises the brass surface area that needs a cobalt-promoted bond. Original equipment and replacement tire demand together add roughly 1.1 points to the market's yearly expansion.

Durability and Retreadability Requirements From Fleet Buyers

Fleet operators buy truck tires on cost per kilometer, and casing retreadability depends on the steel-to-rubber bond surviving heat, moisture and repeated flexing. Cobalt salts remain the most proven way to keep aged adhesion high after humidity exposure, which is why Michelin, Goodyear and Continental continue to specify them in belt skims even while testing alternatives elsewhere. Bekaert's 2025 results show steel cord demand holding up in China even as European volumes softened. Retreading programs extend the value of each casing and keep tire makers focused on bond quality, a factor we estimate is worth about 0.6 points of growth per year. The effect is strongest in North America and Europe, where retreaded truck tires make up a large share of fleet replacement purchases and casing quality is audited at every retread cycle. As fleets in Asia Pacific (APAC) adopt the same cost per kilometer buying model, the demand for proven, high-adhesion belt compounds will spread with it, supporting cobalt salt volume in markets that today still buy mostly new budget tires.

Opportunities

Low-Dust Masterbatch for Regulated Plants

Suppliers that offer polymer-bound cobalt masterbatch with documented exposure reduction can win share in Europe first and then in Japan, Korea and North America as similar rules follow. This form already leads growth at 4.90% a year.

Traceable and Recycled Cobalt Supply

Tire makers with public sustainability targets want salts made from recycled or audited cobalt. A producer that can certify origin and recycled content can command a price premium and long-term contracts in the Tire Cobalt Salt Adhesion Promoters market.

Three Specialist Metal Carboxylate Producers Set the Pace in Tire Adhesion Chemistry

The Tire Cobalt Salt Adhesion Promoters market is concentrated among a small group of specialty chemical producers with cobalt refining access, long tire maker approvals and global technical service teams. New suppliers face qualification cycles of two to three years, because a belt skim compound change requires full tire durability and aging tests. Competition centers on cobalt content consistency, dispersion quality, dust-free forms and the ability to absorb raw material volatility.

Integrated Cobalt Refiners and Carboxylate Specialists

Umicore is the reference supplier for many global tire makers. Its Cobalt and Specialty Materials unit sells the ECOS range, including ECOS D 20.5 P cobalt neodecanoate, ECOS B 22.5 C cobalt boroacylate and ECOS R 8 cobalt resinate, backed by its own cobalt refining in Kokkola, Finland. The Shepherd Chemical Company, based in Cincinnati, is a long-established maker of cobalt carboxylates for rubber and other uses and serves North American and Asian tire plants. Borchers, now part of Milliken and Company, markets rubber adhesion promoters built on its metal carboxylate expertise and gives Milliken a foothold in tire compounding beyond its other additive lines.

Regional and Niche Producers

Comar Chemicals in South Africa produces metal carboxylates including cobalt grades for rubber and supplies tire and conveyor belt makers in Africa and export markets. A number of Chinese producers supply domestic tire makers at lower prices, and their share is rising as Chinese tire capacity expands. These regional suppliers compete mainly on price and local technical support rather than on proprietary chemistry.

Cobalt-Free Challengers

allnex promotes ALNOVOL PN 870, a phenolic resin that removes cobalt and resorcinol from adhesion systems. Sumitomo Chemical supplies resorcinol and bonding resins that work alongside or in place of cobalt systems. These companies are not cobalt salt sellers, but their products set the ceiling on how far cobalt pricing can rise before tire makers accelerate substitution.

Tire Makers and Cord Suppliers as Specifiers

Michelin, Bridgestone, Goodyear, Continental and Sumitomo Rubber Industries write the specifications that decide which salts are approved, and Bekaert, the largest steel cord maker, works with tire companies on brass coating chemistry that interacts directly with cobalt promoters. Changes to brass plating composition at Bekaert or its competitors can raise or lower the cobalt loading a compound needs.
