Playground safety budgets keep rubber mulch growing even as chemical scrutiny rises

Recycled tire mulch generated USD 612.40 Million worldwide in 2025, and the rubber mulch market should reach USD 637.51 Million in 2026 and USD 915.26 Million by 2035, compounding at 4.10% a year. North America generates more than half of that revenue because the US turns hundreds of thousands of tons of scrap tires into nuggets and shreds every year.

Radial Insights defines rubber mulch as loose or bonded granules, nuggets and shreds made mainly from end-of-life tire rubber, cleaned of steel and fiber, and sold for playground surfacing, landscaping beds, equestrian arenas and recreation areas. Bonded mulch, which binds shreds with polyurethane into a porous poured surface, is included. Fine crumb for synthetic turf infill, rubberized asphalt, molded tiles and mats, and mulch made from wood or virgin synthetic rubber are excluded, although virgin-rubber competitors are discussed where they affect demand.

Bonded rubber mulch is the fastest-growing product form at a 6.20% CAGR, because it removes loose granules, meets accessibility needs and falls outside the EU microplastics ban that applies to loose granular infill. Asia Pacific (APAC) is the fastest-growing region at 5.70% a year, from a low base of USD 105.33 Million in 2025.

Supply is consolidating. I Squared Capital agreed in October 2025 to buy Liberty Tire Recycling, which handles more than 215 million end-of-life tires a year and owns the GroundSmart rubber mulch brand, and Liberty then expanded along the US Gulf Coast in July 2026. Genan, among the largest European tire recyclers, reported record 2025 revenue of EUR 64 million and bought a German plant in June 2026.

The main headwind is public concern. Massachusetts bill H.1040, filed in January 2025, would ban tire-derived crumb in playgrounds, and a 2025 peer-reviewed study found higher PAH levels on synthetic playground surfaces than on soil. Demand still rises because municipalities value low maintenance and fall protection, as Knoxville's August 2026 surfacing budget shows.

Bonded mulch and online sales grow fastest while loose shreds lag

Rubber mulch demand divides by product form, color, application and how it reaches the buyer. Products that answer safety, accessibility and appearance concerns grow at 4.5% to 6.2% a year, while plain black shredded mulch for home gardens grows at about 3%. The spread reflects who pays: public buyers and daycares pay for certification, color and accessibility, while homeowners compare rubber mulch directly with bagged wood mulch on price per cubic foot. Over the forecast period we expect the value mix to tilt steadily toward bonded systems, colored nuggets and online sales, even though loose black shreds still account for a large share of tonnage.

Bonded rubber mulch is the fastest-growing product form

Bonded rubber mulch grows at 6.20% a year. Installers mix colored shreds with a polyurethane binder and trowel them into a porous, wheelchair-accessible surface that does not scatter. Schools and parks prefer it where loose material raises maintenance and access concerns, and Europe's microplastics restriction exempts granules fully embedded in a solid matrix. Rubber nuggets grow at 4.30% and remain the volume leader in playground loose fill, sold in bags and totes by GroundSmart, NuPlay and Viagrow. Shredded rubber mulch grows at only 3.20% because it competes most directly with cheap wood mulch in home landscaping.

Colorant-coated mulch outpaces natural black

Colorant-coated products grow at 4.80% a year against 2.60% for natural black. Buyers want red, brown, blue and green options that match playground equipment and landscaping themes. Color retention is a selling point: GroundSmart markets a 12-year ColorLock guarantee in its 2025 consumer campaign. Natural black is cheapest and still preferred for equestrian arenas, where color is irrelevant.

Playgrounds lead the application mix

Playgrounds grow at 4.60% a year and are the largest application. The US Consumer Product Safety Commission lists shredded or recycled rubber as an appropriate surfacing material, and a 6-inch depth is commonly rated to a 10-foot fall height under ASTM F1292. Sports and recreation surfaces grow at 4.40%, equestrian arenas at 4.20%, and commercial and municipal landscaping at 3.90%. Residential landscaping grows slowest at 3.40%, since homeowners are more price-sensitive and more swayed by health headlines.

Online retail is the fastest-growing channel

Online retail grows at 6.00% a year as brands ship bags and pallets directly to homeowners and small daycares. Contract installers and direct sales grow at 4.50%, carried by school and park projects such as Knoxville's 2026 playground upgrade. Home improvement and farm retail grows at 3.60%; Lowe's, Home Depot, Walmart, Menards and Tractor Supply carry national brands but compete hard on price.

Market Dynamics

Market Trends

Private capital is consolidating North American tire recycling

In October 2025 I Squared Capital agreed to acquire Liberty Tire Recycling from Energy Capital Partners. In July 2026 Liberty expanded its Gulf Coast footprint by buying Genan's Houston plant, All American Tire Recycling in Fort Worth and Colt Tire Recycling in Louisiana. Larger processors can supply consistent, wire-free nuggets to retail and contract buyers, which shifts rubber mulch sales toward branded products.

Consumer branding replaces commodity selling

In May 2025 GroundSmart Premium Rubber Mulch launched a national consumer campaign, "Outsmart the Ordinary," backed by a 12-year color guarantee and sold through big-box and farm stores. Jelly Bean Rubber Mulch reported record 2025 sales of non-toxic playground surfacing in February 2026, using virgin rubber rather than tires. Both moves show brands competing on safety claims and appearance, not just price per cubic foot.

Regulators are tightening tire stewardship targets

Ontario finalized amendments to its tire regulation in September 2026, raising the management target from 65% to 80% and widening the collection network from about 4,300 to about 6,500 sites from January 2027. In October 2026 an Australian parliamentary inquiry recommended phasing down on-site burial of mining tires and new recovery targets. Higher recovery mandates push more rubber into markets such as mulch.

Health studies are shaping procurement

A 2025 study in Water, Air and Soil Pollution measured PAH levels about four times higher on synthetic playground surfaces than on soil playgrounds. School boards in Pennsylvania and Ohio debated rubber versus wood surfacing during 2025. Procurement teams increasingly ask for toxicity data and IPEMA certification before choosing rubber mulch.

Restraints and Challenges

Proposed bans on tire-derived playground surfacing

Massachusetts bill H.1040, filed in January 2025, would ban tire-derived crumb rubber in synthetic turf and playgrounds, and scientists, town officials and parents testified in favor in June 2025. New York bills in 2025 targeted crumb-rubber turf. If states extend these measures to playground mulch, a large share of North American demand could switch to wood fiber or poured-in-place surfaces.

Europe's microplastics rules limit loose granules

Commission Regulation (EU) 2023/2055 bans granular infill on synthetic sports surfaces from October 2031 and gave no transition period to granular infill for other uses. The Commission's March 2025 guidance clarified that granules embedded in a solid matrix are exempt. Loose rubber mulch in Europe faces uncertainty, which pushes buyers toward bonded systems.

Competing end markets for scrap tire rubber

Mulch competes for feedstock with tire-derived fuel and ground rubber. The USTMA scrap tire report found that tire-derived fuel took 33% of end-of-life tires in 2023 and ground rubber about 28%, while industrial ground rubber fell 22% from 2021. When fuel or crumb prices rise, processors divert rubber away from mulch.

Grant programs exclude loose mulch

California's Tire Incentive Program for FY2025-26 offered USD 3.2 million in awards in October 2025 but excluded rubber nuggets, mulch and loose-fill playground surfacing. Without incentives, rubber mulch must compete on price with wood products in many public projects.

Growth Drivers

Large and rising scrap tire volumes need end markets

USTMA reported that 79% of US end-of-life tires went to end markets in 2023, up from 71% in 2021, and that about 48 million tires still sit in stockpiles. Ground rubber use rose 29% from 2019 to 2023. Liberty Tire Recycling alone handles more than 215 million tires a year across more than 50 facilities. In Canada, Tire Stewardship BC collected 4.12 million tires in 2024 and recycled 86% of the rubber, with local processors such as Liberty Tire's Delta plant making landscaping mulch. Ontario's new 80% target and Australia's October 2026 inquiry will add feedstock. We estimate that steady feedstock growth and stewardship mandates add about +1.2% to the rubber mulch market's annual growth by keeping supply cheap and plentiful.

Public playground investment favors durable surfacing

Municipal and school buyers prefer surfacing that lasts longer than wood chips and needs less topping up. Knoxville's city council approved up to USD 128,626 for rubber playground surfacing in August 2026, and Ohio's Lincolnview Local Schools weighed a USD 1 million to 1.5 million playground and turf project in September 2025. The CPSC handbook's recognition of recycled rubber as playground surfacing and IPEMA certification of products such as GroundSmart give buyers a compliance path. We attribute roughly +1.0 percentage point of yearly growth to public playground spending, concentrated in North America.

Premium branded products raise average prices

Brands are moving buyers up the price ladder with colorants, long warranties and non-toxic claims. GroundSmart's 12-year ColorLock guarantee, Jelly Bean's record 2025 sales of virgin-rubber mulch and the growth of bonded systems all raise revenue per ton. Online sales of bags and pallets let small brands reach daycares and homeowners directly. We estimate that mix shift toward branded, colored and bonded products contributes close to +0.8% of the market's annual expansion over 2025-2035.

Opportunities

Bonded mulch systems for Europe

Because the EU exempts granules held in a solid matrix, bonded rubber mulch can replace loose fill in European playgrounds. Genan and other recyclers with granulate capacity are positioned to supply binder-ready shreds.

Mining tire recycling in Australia

Tyrecycle's 30,000-ton-per-year off-the-road tire plant at Port Hedland, opened in 2025, shows how mining tires can become feedstock. Australia recovers under 5% of mining tires, so new targets could open supply for landscaping and equestrian mulch.

North America accounts for more than half of rubber mulch spending

Asia Pacific (APAC)

Asia Pacific (APAC) accounts for 17.20% of global rubber mulch revenue, or USD 105.33 Million in 2025, and should reach USD 183.36 Million by 2035 at a 5.70% CAGR, the fastest of any region. Australia leads APAC demand: it generated 537,000 tons of used tires in 2023-24 and has 86,250 tons a year of granulating and crumbing capacity. Tyrecycle's East Rockingham and Port Hedland plants add APAC supply for playgrounds and landscaping.

North America

North America represents 52.00% of revenue, USD 318.45 Million in 2025, rising to USD 444.88 Million by 2035 at 3.40% a year. US rubber mulch use reached 391,000 tons in 2021, and North American big-box chains such as Home Depot, Lowe's and Tractor Supply carry national brands. Ontario's 80% management target and British Columbia's 4.12 million-tire collection in 2024 support Canadian supply.

Europe

Europe holds 18.50% of the market, worth USD 113.29 Million in 2025, and should reach USD 159.81 Million by 2035, growing 3.50% a year. Europe collects and treats about 95% of end-of-life tires, around 3.45 million tons in 2019, but the EU microplastics restriction steers European buyers toward bonded systems. Genan's June 2026 purchase of a plant in Weiden, Germany, strengthens European granulate supply.

Latin America

Latin America takes 5.60% of revenue, USD 34.29 Million in 2025, and should grow to USD 55.86 Million by 2035 at a 5.00% CAGR. Latin American demand comes from urban parks and private schools in Brazil, Mexico and Chile, where tire take-back programs are expanding and imported equipment often specifies rubber surfacing.

Middle East

The Middle East accounts for 4.10% of revenue, USD 25.11 Million in 2025, rising to USD 41.68 Million by 2035 at 5.20% a year. Middle East buyers in the UAE and Saudi Arabia use colored rubber mulch in landscaping where water for plants and wood mulch is scarce, and Gulf tire recyclers supply local granules.

Africa

Africa holds 2.60% of revenue, USD 15.92 Million in 2025, and should reach USD 27.46 Million by 2035 at a 5.60% CAGR. South Africa leads African demand through its waste tire management plan and private recyclers, with school and municipal playgrounds the main buyers.

Tire recyclers with retail brands set the pace in rubber mulch

The rubber mulch market is fragmented, but large tire recyclers with their own consumer brands control a growing share. Smaller regional processors sell bulk shreds and nuggets to installers, while a few virgin-rubber brands compete on safety claims.

Integrated recyclers with consumer brands

Liberty Tire Recycling is the largest North American tire recycler, processing more than 215 million tires a year, and owns GroundSmart, sold through Lowe's, Home Depot, Walmart, Menards, Tractor Supply, Sam's Club and Ace. IMC Outdoor Living markets GroundSmart to retailers. Genan of Denmark is among the world's largest mechanical tire recyclers and supplies granulate in Europe.

Regional processors and bulk suppliers

Emanuel Tire in the Baltimore area, Champlin Tire Recycling in Kansas, American Tire Recyclers in the Southeast and CRM in the US and Canada produce crumb and mulch for installers and distributors. Tyrecycle and Entech serve Australia, where Tyrecycle opened the Port Hedland mining tire plant in 2025. North West Rubber in Canada turns British Columbia tire rubber into recycled products.

Playground and consumer specialists

NuPlay sells rubber nugget playground flooring in bags through Walmart. Viagrow offers colored playground and landscape mulch in totes through Tractor Supply and Home Depot. Rubber Mulch Pros sells direct to consumers and daycares.

Virgin-rubber alternatives

Jelly Bean Rubber Mulch uses pre-consumer virgin rubber and reported record 2025 sales, positioning itself as a non-toxic option for buyers worried about tire-derived chemicals. Its growth shows that some buyers will pay more to avoid tire rubber, which pressures recyclers to publish toxicity data.

Competition in rubber mulch turns on four factors: steady access to clean, wire-free tire rubber; colorant and coating quality, since faded product drives complaints; retail shelf space at national chains; and certification such as IPEMA listings and ASTM F1292 impact testing. Recyclers that control feedstock and own brands, such as Liberty Tire Recycling, can price through feedstock cycles, while bagging specialists depend on buying granules at the right cost. We expect further acquisitions of regional processors over 2026 to 2028 as private capital builds national networks.
