Defense Propellant Demand Is Lifting HTPB Above Its Industrial Growth Rate

Valued at USD 648.50 Million in 2025, the global Hydroxyl-Terminated Polybutadiene (HTPB) market is projected to reach USD 690.13 Million in 2026 and USD 1,208.21 Million by 2035, a CAGR of 6.42%.

HTPB is a liquid telechelic polymer of butadiene with hydroxyl groups at the chain ends. Those end groups react with diisocyanates to form a cured polyurethane network, which is why the same molecule serves as the fuel binder in composite solid rocket propellant and as the soft segment in sealants, waterproofing membranes and electrical potting compounds. Radial Insights sizes the market at the level of neat HTPB resin sold by producers, covering propellant grades such as R-45M and HTPB-45M, industrial grades, low molecular weight grades and hydrogenated or chemically modified grades.

The scope excludes non-functional liquid polybutadiene, maleinized and epoxidized polybutadienes, carboxyl-terminated polybutadiene (CTPB), finished propellant and finished sealant formulations. Captive HTPB made inside government propellant complexes is counted only where it is traded or transferred at a declared price, so the totals reflect commercial resin value rather than the value of the motors that consume it. All values in this report are stated in USD Million.

Solid Rocket Propellant Binders is the fastest-growing application, expanding at 8.64% a year between 2025 and 2035, because Western missile and space programs are adding solid rocket motor capacity at a pace not seen since the 1980s. Northrop Grumman alone said in September 2026 that its tactical motor output will rise from more than 13,000 units a year to 25,000 by 2029. Industrial uses grow more slowly, at roughly 4.4% to 6.0% depending on the application, tracking construction and electronics cycles.

Asia Pacific (APAC) is the fastest-growing region at 7.04% a year, supported by new resin capacity such as the Asian plant Evonik confirmed in February 2026, while North America remains the largest buyer because of its concentration of propellant formulators and defense primes.

Propellant-Grade Resin Grows Roughly 3 Points Faster Than Industrial HTPB

The Hydroxyl-Terminated Polybutadiene (HTPB) market splits into a defense-qualified tier and a commercial tier, and the two move at different speeds. Propellant users buy tightly specified lots with controlled hydroxyl value, viscosity and functionality, and they requalify suppliers rarely. Industrial users buy on price and availability and can swap HTPB for polyether or polyester polyols when margins tighten. The table below lists the 2025 to 2035 CAGR Radial Insights assigns to every segment.

Propellant Grade Leads the Grade Split at 8.12% a Year

Propellant Grade (R-45M and HTPB-45M type) resin grows at 8.12% a year because each new motor line locks in a qualified binder for the life of the weapon program. Hydrogenated and Modified Grades follow at 6.85%, helped by work on energetic and metallized HTPB that Resin Solutions disclosed alongside its November 2025 investment. Industrial Standard Grade grows at 5.18% and Low Molecular Weight Grade at 5.46%, the latter supported by low-viscosity sealant and adhesive formulations that need faster flow at room temperature.

Solid Rocket Propellant Binders Outpace Every Other Application

Solid Rocket Propellant Binders expand at 8.64% a year, the highest CAGR of any application and well above Electrical Potting and Encapsulation at 5.94% and Polyurethane Sealants and Adhesives at 5.32%. HTPB typically makes up about 10% to 14% of a composite propellant by weight, with ammonium perchlorate and aluminum powder making up most of the rest, so every additional tactical motor adds direct resin demand. Waterproofing Membranes and Coatings grows at 4.86%, and Rubber and Elastomer Modification is the slowest at 4.41% because tire and rubber compounders use only small additions of functional liquid polymers.

Defense and Space Is the Fastest End Use at 8.37%

Defense and Space grows at 8.37% a year as the United States, European NATO members and India restock interceptors and rocket artillery. Electrical and Electronics follows at 6.03% on demand for hydrolysis-resistant potting compounds in power modules and EV charging hardware. Automotive and Transportation grows at 5.08%, Building and Construction at 4.72% and General Industrial at 4.55%, all tied closely to regional construction and vehicle output.

Free-Radical Process Grows at 6.71% Against 5.62% for Anionic Routes

Free-Radical Polymerization, the hydrogen peroxide initiated route behind R-45M type resin, grows at 6.71% because propellant specifications are written around its microstructure and functionality slightly above 2. Anionic Polymerization grows at 5.62%; it gives narrower molecular weight distribution and is favored in Japanese and specialty grades, but it is rarely qualified for large motors.

Market Dynamics

Market Trends

Producers Are Adding HTPB Capacity on Two Continents

Evonik announced in February 2026 that it is expanding POLYVEST HT production at Marl, Germany, with the first phase due in the second quarter of 2027, and has started engineering a new HTPB plant in Asia. This follows a Marl expansion completed in 2024 and the 2025 start of a Shanghai facility for POLYVEST ST-E 60 polybutadienes. Resin Solutions launched an investment program of up to USD 100 million in November 2025 covering debottlenecking at Channelview, Texas and Ravenna, Italy, plus a study of greenfield sites in the United States and Europe.

Second-Source Qualification Has Become a Defense Priority

Breaking Defense reported in January 2026 that Helicon Chemical Company is trying to qualify as a second US supplier of HTPB-45M, a binder used in most US solid rocket motors, and expects 18 to 24 months of qualification once funding arrives. The 2025 reconciliation bill set aside USD 200 million for the solid rocket motor industrial base and USD 400 million for emerging motor makers and their suppliers, which widens the pool of HTPB buyers beyond the two incumbent primes.

Motor Output Targets Are Doubling Within Four Years

Northrop Grumman said in September 2026 that it will raise tactical solid rocket motor output from more than 13,000 to 25,000 units a year by 2029 and triple capacity at Elkton, Maryland by 2030. L3Harris has committed more than USD 250 million to long-lead materials for its Aerojet Rocketdyne unit, and new entrants such as Anduril and Ursa Major plan to qualify motors from 2026. Each program carries a multi-year binder requirement.

Next-Generation Binders Are Moving From Lab to Pilot Scale

Producers are developing energetic HTPB, metallized HTPB and hydrogenated grades to raise specific impulse, improve aging and cut moisture sensitivity. Resin Solutions said its board approved additional spending on next-generation binding agents in November 2025. In industrial markets, low-viscosity and hydrogenated grades are being specified in potting compounds for power electronics, where long-term heat and hydrolysis resistance matter more than resin price.

Restraints and Challenges

A Thin Supplier Base Concentrates Qualification Risk

Only a handful of plants worldwide make propellant-grade HTPB, and a change of supplier can trigger requalification of the propellant, the motor and sometimes the missile. Breaking Defense reported that a propellant contains roughly 10 to 12 ingredients and that energetic materials can take up to a year to source. A single outage at a resin plant can therefore hold back motor deliveries for months.

Butadiene Price Swings Squeeze Industrial Margins

HTPB is made from 1,3-butadiene, a by-product of naphtha cracking whose price moves with ethylene operating rates and synthetic rubber demand. Industrial HTPB buyers in sealants and coatings can switch to polyether polyols when butadiene spikes, which caps price pass-through for producers in commercial grades and holds the industrial CAGR near 5%.

Expansion Timelines Lag Demand

New capacity takes years to arrive. The first phase of Evonik's Marl expansion is not due until the second quarter of 2027, according to the company's February 2026 release, and the greenfield sites Resin Solutions is studying are still at the scoping stage. Until then, propellant buyers compete with industrial customers for the same reactor time.

Funding Gaps Slow New Domestic Sources

Helicon's planned West Virginia line waited on a USD 15 million Pentagon contract that stalled during budget disputes, and the Defense Production Act lapsed on October 1, 2025 before reauthorization in December 2025. Gaps of this kind delay the second sources that buyers want, keeping the market concentrated through at least 2028.

Growth Drivers

Missile Restocking Adds Firm Multi-Year Binder Demand

US and allied demand for GMLRS rockets, Standard Missile interceptors and Patriot rounds has turned solid rocket motors into a capacity race. Northrop Grumman reported more than 13,000 tactical motors a year in September 2026 and targets 25,000 by 2029, while the US Navy awarded it USD 94.3 million in January 2026 to develop a second-stage motor, with 60 units for testing and low-rate production at Elkton. Govini estimates the Pentagon could spend more than USD 10 billion on additional munitions through reconciliation funds. Because HTPB makes up about a tenth of composite propellant mass, doubling motor output roughly doubles binder consumption on those lines. Radial Insights estimates this driver adds about +1.4% of annual growth to the Hydroxyl-Terminated Polybutadiene (HTPB) market through 2035, the single largest contribution of any factor.

Government Money Is Building Second Sources and New Buyers

The 2025 reconciliation bill earmarked USD 200 million for the solid rocket motor industrial base, USD 400 million for emerging motor makers and suppliers, USD 42 million for second sources of large hypersonic motors and USD 100 million for a second source of Navy air defense and anti-ship motors. Before fiscal 2025 closed, the Pentagon awarded USD 73 million to five vendors, and in February 2025 the US Army signed an USD 8.57 million firm-fixed-price HTPB supply contract with a three-year term after receiving four bids. These programs bring buyers such as Anduril, Ursa Major and X-Bow into the market and create orders for any producer that can pass qualification. We estimate this lifts the market CAGR by roughly 0.6 percentage points.

Electrification Is Pulling HTPB Into Potting and Sealing

HTPB-based polyurethanes resist hydrolysis and stay flexible at low temperature, which suits potting of EV power electronics, battery management boards, charging connectors and outdoor sensors. Evonik's February 2026 release tied its HTPB investments to growth in coatings, adhesives, sealants and polyurethane foams. Electrical potting grows at 5.94% a year in our model, and the Electrical and Electronics end use at 6.03%, compared with 4.72% for construction. We estimate this shift contributes close to +0.4% a year to market growth, and it matters most for producers selling hydrogenated and low molecular weight grades in Asia Pacific.

Opportunities

Qualified Supply Inside Allied Markets

European and Asian governments want propellant ingredients sourced within their own borders. A producer that qualifies HTPB-45M equivalent resin in Europe, India, Japan or South Korea can sign long-term offtake with motor makers such as Nammo and national space agencies, and Evonik's new Asian plant and Resin Solutions' Ravenna debottlenecking point in that direction.

Specialty Grades for Power Electronics

Hydrogenated HTPB and low-viscosity grades command premium prices in potting compounds for inverters, onboard chargers and grid storage. Formulators in China, Japan and Germany are reformulating away from silicones in some cost-sensitive parts, which opens room for HTPB polyurethanes that pass 1,000-hour damp heat tests.

North America Holds the Largest Share While Asia Pacific Grows Fastest

Europe also funds propellant capacity directly: the EU's Act in Support of Ammunition Production committed EUR 500 million to expanding ammunition and missile output across the bloc. Production sits at Evonik's Marl site, where the first phase of a new expansion starts in the second quarter of 2027, and at Resin Solutions' Ravenna plant in Italy, while Nammo and other motor makers drive defense demand.

Middle East

The Middle East holds 4.80% of the market, worth USD 31.13 Million in 2025. Middle East revenue reaches USD 59.20 Million by 2035 at 6.64% a year. Saudi Arabia and the United Arab Emirates are building local munitions and space capacity, and Gulf construction projects use HTPB-modified polyurethane in roofing and podium waterproofing.

Latin America

Latin America accounts for 3.60% of 2025 sales, or USD 23.35 Million. The Latin America market grows to USD 36.74 Million by 2035 at 4.64% a year. Brazil is the main buyer, using HTPB in its national space and defense rocket programs and in construction sealants, with most resin imported from the United States and Europe.

Africa

In 2025, Africa represents 2.50% of the total, worth USD 16.21 Million. Demand in Africa is expected to reach USD 26.26 Million by 2035, a CAGR of 4.94%. South Africa's defense industry accounts for most propellant use, while waterproofing in North African construction adds smaller industrial volumes.

Three Western Producers Supply Most Propellant-Grade HTPB

The Hydroxyl-Terminated Polybutadiene (HTPB) market is concentrated at the propellant end and more fragmented at the industrial end. A few qualified producers dominate defense supply, Japanese firms lead in anionic and hydrogenated grades, and Chinese producers compete on price in construction and general industrial uses.

Western Resin Producers

Evonik Industries sells HTPB under the POLYVEST HT name from Marl, Germany, expanded the site in 2024 and announced a second expansion plus an Asian plant in February 2026. Resin Solutions, owned by Pacific Avenue Capital Partners and headquartered in Exton, Pennsylvania, produces Poly bd resin in Channelview, Texas and Ravenna, Italy and is developing energetic and metallized HTPB. TotalEnergies, through its Cray Valley business, supplies liquid polybutadiene and functional resins to adhesive and sealant formulators.

Asian Specialty Producers

Idemitsu Kosan markets Poly bd type hydroxyl-terminated resin in Japan for electrical insulation, adhesives and waterproofing. Nippon Soda produces NISSO-PB hydroxyl-terminated 1,2-polybutadiene by anionic polymerization, used in electronics and specialty coatings. Zibo Qilong Chemical Industry is among the Chinese producers serving domestic waterproofing and polyurethane demand at lower price points.

Emerging and Specialty Suppliers

Helicon Chemical Company of Orlando is seeking qualification as a second US source of HTPB-45M with Pentagon support. Island Pyrochemical Industries supplies propellant-grade HTPB and curatives to energetics formulators in the United States. These smaller firms matter because primes are under pressure to dual-source every critical propellant ingredient.

Major Buyers Shaping Specifications

Northrop Grumman, L3Harris Technologies through Aerojet Rocketdyne, and Nammo are the largest buyers of propellant-grade resin and set the hydroxyl value, viscosity and aging specifications producers must meet. New entrants including Anduril, Ursa Major and X-Bow Systems are qualifying their own propellants, which could spread demand across more suppliers after 2027.
