Road Binders and Tire Compounds Now Set the Pace for Crumb Rubber Demand

Radial Insights values the global crumb rubber market at USD 3.12 Billion in 2025, rising to USD 3.29 Billion in 2026 and USD 5.28 Billion by 2035 at a 5.40% CAGR. Growth is shifting away from synthetic turf infill and toward paving and compounding uses that pay more per tonne and face fewer regulatory questions.

Our scope covers granulate and powder made by mechanically size-reducing end-of-life tires, through ambient, cryogenic or wet grinding, sold at the producer gate. That includes coarse granulate above 2 mm, fine crumb, ground powder and micronized rubber powder below 180 microns (about 80 mesh). We exclude reclaimed and devulcanized rubber, tire-derived fuel, tire-derived aggregate shreds, steel and fiber by-products, and pyrolysis outputs such as recovered carbon black and tire pyrolysis oil.

The feedstock is large and growing. The US Tire Manufacturers Association (USTMA) says the United States alone generates more than 230 million end-of-life tires a year, and that ground rubber took about 28% of them in 2023, up 29% since 2019. In Europe, 3.45 million tonnes of end-of-life tires were recorded across 32 countries in the most recent detailed ETRMA breakdown, and 1.34 million tonnes of that went to granulation.

Rubberized asphalt is the fastest-growing application at a 7.20% CAGR, driven by state and national road agencies writing rubber-modified binder into specifications. Micronized rubber powder, at 7.00%, is the fastest particle-size band because tire makers such as Michelin, through its Lehigh Technologies unit, use it to replace virgin compound. Synthetic turf infill is the slowest application at 2.10% because of the EU restriction on microplastic infill sales from October 2031.

By region, Africa is the fastest-growing at 7.30% CAGR from a small base, as producer responsibility schemes in South Africa and investment by recyclers such as Tinna Rubber and Infrastructure add local grinding capacity. Asia Pacific (APAC) remains the largest region in value.

Ambient Grinding Leads in Volume While Cryogenic Lines Grow Faster at 6.40%

Ambient grinding, where tires are shredded and granulated at room temperature, produces most of the world's crumb rubber because it has lower energy and capital costs. It grows at 5.10% a year. Cryogenic grinding, which freezes rubber with liquid nitrogen before milling, grows faster at 6.40% because it gives clean fracture surfaces and fine, consistent particles that tire and compound buyers prefer.

Micronized Rubber Powder Grows at 7.00% as the Fastest Particle Band

Coarse granulate above 2 mm still leads in tonnage because it serves infill, mulch and loose-fill surfaces, but it grows at only 4.20%. Fine crumb between 0.6 and 2 mm grows at 5.30% and is the workhorse for molded mats and wet-process asphalt. Ground powder grows at 6.10%, and micronized rubber powder below 180 microns grows at 7.00%.

Rubberized Asphalt Is the Fastest Application at 7.20% While Turf Infill Slows to 2.10%

Synthetic turf infill and playground and sports surfaces lead in adoption in North America and Europe today. Turf infill, however, grows at just 2.10% because Regulation (EU) 2023/2055 stops the sale of polymeric infill in the EU from October 2031. Rubberized asphalt grows at 7.20% as US states, India and Australia move rubber-modified binders from trials into standard specifications. Tire and rubber compounding grows at 6.80%, molded and extruded products at 5.40%, playground and sports surfaces at 5.10%, and civil engineering and other uses at 4.60%.

Off-the-Road Tires Are the Fastest Feedstock at 6.20%

Passenger car tires remain the leading feedstock by count because they make up most scrap tire arisings, and that source grows at 5.10%. Truck and bus tires, richer in natural rubber and easier to grind into high-quality crumb, grow at 5.60%. Off-the-road tires from mining grow at 6.20% as Australia and Chile build dedicated plants, such as Tyrecycle's 30,000 tonne Port Hedland site, for tires that used to be buried on mine sites.

Construction and Infrastructure Grows at 6.70% as the Fastest End User

Sports and leisure buyers lead in volume in Western markets but grow at only 3.60% because of infill pressure. Construction and infrastructure grows at 6.70%, carried by road agencies and contractors. Automotive and tire manufacturing grows at 6.30% as tire makers chase recycled content targets.

Market Dynamics

Market Trends

Large Recyclers Consolidate Collection and Grinding Under One Roof

Scale is becoming a key advantage. In October 2025, I Squared Capital agreed to buy Liberty Tire Recycling from Energy Capital Partners; at the time Liberty processed more than 215 million end-of-life tires a year through more than 50 facilities. Then in July 2026, Liberty bought All American Tire in Fort Worth, Colt Tire Recycling in Louisiana and Genan, Inc., the Houston subsidiary of Genan A/S.

European Producers Refocus on Home Markets

Genan, one of the largest mechanical tire recyclers in the world, sold its US plant to focus on Europe. In June 2026 it signed an agreement to acquire the ESTATO Umweltservice tire recycling plant in Weiden, in southeastern Germany. Genan's 2025 annual report showed revenue of EUR 64 million and operating profit up from EUR 7.9 million to EUR 8.8 million, a record, despite weaker scrap steel prices.

Mining Tires Become a New Feedstock Stream

Off-the-road tires used to be buried on mine sites because they were too big to move and process. That is changing. Tyrecycle opened Australia's first dedicated OTR tire recycling plant at Port Hedland, Western Australia, in 2025, with capacity for 30,000 tonnes a year. Its East Rockingham plant near Perth can process up to 42,000 tonnes of tires a year and make about 7,000 tonnes of crumbed rubber, with five-year offtake deals signed with Japan's Daicel and Nippon Paper Group.

Science Reviews Ease Pressure on Infill in the United States

In March 2025, the California Office of Environmental Health Hazard Assessment (OEHHA) released a draft study of crumb rubber infill on synthetic turf fields. Its final report, published on March 5, 2026, found no significant health risk to players, referees, coaches or spectators.

Restraints and Challenges

The EU Infill Restriction Puts a Hard Date on a Major Outlet

Regulation (EU) 2023/2055 restricts intentionally added microplastics and bans the sale of granular infill for synthetic sports surfaces from 17 October 2031, after an eight-year transition, as summarized by the European Commission's Access2Markets service. The rule targets the sale of new infill, not the use of existing pitches, so the European Tyre Recycling Association expects many fields installed before 2031 to stay in use until the early 2040s. Still, European granulators will need to find new buyers for a large volume of coarse product within six years.

Low and Volatile Prices for Coarse Grades

Coarse granulate is close to a commodity product. Producers earn most of their income from tipping fees for taking in scrap tires, plus sales of steel wire and rubber. When scrap steel prices fall, as Genan reported in 2025, margins shrink.

Uneven Specifications for Rubber in Roads

Rubberized asphalt grows fast but depends on state and national specifications. The USTMA reports that rubber-modified asphalt consumed about 165,000 tons of end-of-life tires since 2021, which is small compared with the more than 230 million tires generated each year. In Maryland, a 2024 bill to encourage rubber-modified asphalt did not pass, and the state moved forward only through a project pilot in July 2025.

Competition From Fuel, Pyrolysis and Export Markets

Tire-derived fuel is still the largest US outlet, taking about 33% of end-of-life tires in 2023, according to USTMA. USTMA also notes that US exports of end-of-life tires almost tripled from 2021 to 2023.

Growth Drivers

Rubber-Modified Asphalt Moves From Trials to Standard Specifications

Road agencies are the largest new source of demand for crumb rubber. USTMA data shows that the US rubber-modified asphalt market grew 17% from 2021 to 2023 and consumed about 165,000 tons of end-of-life tires over that time. States are adding projects one at a time: in July 2025, the Maryland Department of Transportation completed a rubber-modified asphalt pilot on Route 650 in Silver Spring with Asphalt Plus, while Liberty Tire Recycling ran a separate test on the southbound lanes. In India, Tinna Rubber and Infrastructure won a two-year contract in January 2026 from Indian Oil Corporation, worth about INR 75.79 crore, to supply crumb rubber modifier to its Haldia and Mathura plants. Tinna reported that its crumb rubber modifier output rose 50% in its 2026 fiscal year. Because road paving consumes material in bulk, each specification win moves large volumes. We estimate this driver adds about 1.4 percentage points to annual market growth through 2035.

Tire Makers Seek Recycled and Renewable Content

Major tire makers have set targets to raise the share of renewable and recycled materials in their tires, and micronized rubber powder is one of the few drop-in options available today. Michelin bought Lehigh Technologies, the cryogenic micronized powder producer, to secure this supply, and Lehigh has since added production in Spain. Tinna Rubber and Infrastructure ran about 155,000 tonnes through its recycling plants in fiscal 2026, at eight locations, and is adding 3,500 tonnes a year of micronized rubber powder capacity by late 2026. Higher-value powders lift average selling prices across the market, so this driver lifts the market's value CAGR by roughly 1.1 points, more than its tonnage alone would suggest.

Producer Responsibility Rules Widen the Feedstock Base

Extended producer responsibility (EPR) schemes require tire makers and importers to fund collection and recycling. Europe's schemes keep collection near 95% of end-of-life tires. India now runs EPR rules for waste tires under the Central Pollution Control Board, which helps listed recyclers raise capital: Lead Reclaim and Rubber Products, for example, told investors in November 2025 that it was expanding capacity from 460 to 960 tonnes a month. In Australia, the federal and Western Australian governments co-invested AUD 5.2 million alongside Tyrecycle's AUD 9.6 million in the East Rockingham plant. In the US, stockpiles have dropped by more than 95%, to just under 48 million tires. We credit this driver with around 0.9 percentage points of yearly growth, most of it in Asia Pacific, Africa and the Middle East.

Opportunities

New Plants in the Gulf and Africa

Gulf and African markets have large tire arisings but little grinding capacity. Tinna Rubber and Infrastructure already runs a plant in Oman that earned about INR 30 crore in fiscal 2026, plans a 24,000 tonne a year tire recycling plant in Saudi Arabia, and expects crumb rubber output from its South African project by mid-2026. Early movers that pair collection contracts with asphalt and molded product sales can capture the fastest regional growth in the market.

Replacement Markets for European Coarse Granulate

As the 2031 infill sales ban approaches, European producers that invest in finer grinding and in asphalt, acoustic, and molded product lines can turn a regulatory threat into a mix upgrade.

Asia Pacific Holds the Largest Value While Africa and the Middle East Grow Fastest

Crumb rubber demand follows two patterns. Mature markets in North America and Europe have high collection rates and grow through better products and new road uses. Emerging markets in Asia Pacific, the Middle East, Africa and Latin America grow through new plants and new EPR rules.

Asia Pacific (APAC)

Asia Pacific (APAC) accounts for a 36.40% share of the global crumb rubber market in 2025. Asia Pacific (APAC) is worth USD 1,135.7 Million in 2025 and is projected to reach USD 2,092.1 Million by 2035, a 6.30% CAGR. India is a major growth engine in this region: Tinna Rubber and Infrastructure ended fiscal 2026 with 185,000 to 200,000 tonnes of tire-crushing capacity at eight locations. In Australia, Tyrecycle runs seven tire processing plants, and its 42,000 tonne East Rockingham site makes about 7,000 tonnes of crumbed rubber a year, part of it sold to Japanese buyers.

North America

North America accounts for a 27.80% share of the global crumb rubber market in 2025. North America is worth USD 867.4 Million in 2025 and is projected to reach USD 1,406.1 Million by 2035, a 4.95% CAGR. The United States generates more than 230 million end-of-life tires a year, and about 28% went to ground rubber in 2023. Liberty Tire Recycling, the largest North American recycler, collects more than 219 million tires a year, while ground rubber sports surfaces grew 12% from 2021 to 2023.

Europe

Europe accounts for a 24.60% share of the global crumb rubber market in 2025. Europe is worth USD 767.5 Million in 2025 and is projected to reach USD 1,114.5 Million by 2035, a 3.80% CAGR. The most recent detailed ETRMA breakdown shows 3.45 million tonnes of end-of-life tires across 32 European countries, with 1.34 million tonnes sent to granulation. Growth in Europe is the slowest of any region because infill sales end in October 2031, but Genan's 2025 operating profit of EUR 8.8 million shows the producers that remain can still earn healthy returns.

Latin America

Latin America accounts for a 5.20% share of the global crumb rubber market in 2025. Latin America is worth USD 162.2 Million in 2025 and is projected to reach USD 293.3 Million by 2035, a 6.10% CAGR. Mining-tire recycling is an emerging opportunity in Latin America, with large OTR tires from copper mines now being processed rather than buried, and Tinna lists Chile among its tire sourcing markets.

Middle East

Middle East accounts for a 3.70% share of the global crumb rubber market in 2025. Middle East is worth USD 115.4 Million in 2025 and is projected to reach USD 225.0 Million by 2035, a 6.90% CAGR. The Gulf states are building their first large grinding plants in the Middle East. Tinna's Oman plant earned about INR 30 crore in fiscal 2026, with around 50% of output sold in the Gulf, and a 24,000 tonne a year plant is planned in Saudi Arabia.

Africa

Africa accounts for a 2.30% share of the global crumb rubber market in 2025. Africa is worth USD 71.8 Million in 2025 and is projected to reach USD 145.2 Million by 2035, a 7.30% CAGR. Regulated waste tire management in South Africa is the main base for growth in Africa. Tinna's South African project has started its second phase covering full-scale tire recycling, with crumb rubber output expected in 2026, and the plant has already begun exporting semi-processed material.

Integrated Collectors and Specialist Powder Makers Split the Crumb Rubber Market

The crumb rubber market is fragmented. Most of its producers run one or two plants and serve local buyers. We group the market into four types of players.

North American Consolidators Control Feedstock

Liberty Tire Recycling is the largest recycler in North America. It collects more than 219 million end-of-life tires a year and sells crumb rubber for asphalt, turf, mulch and molded products. Its July 2026 purchases of All American Tire, Colt Tire Recycling and Genan, Inc. gave it a stronger base in Texas and Louisiana and added micronized powder skills. CRM Co is known for crumb rubber for asphalt binders in the US Southwest, while Ecore International turns recycled tire rubber into performance flooring and surfaces.

European Granulators Upgrade Their Product Mix

Genan, based in Denmark, is one of the largest mechanical tire recyclers in the world, with more than 300 employees and 2025 revenue of EUR 64 million. It makes rubber granulate and powder for infill, asphalt and new rubber products, and it is buying the Weiden plant in Germany. Murfitts Industries in the UK is known for rubber granulate for sports and play surfaces.

Specialist Powder and Compounding Suppliers

Lehigh Technologies, owned by Michelin, is the leading name in cryogenic micronized rubber powder for tires, plastics and coatings. It is the main example of a tire maker owning a powder supplier to secure recycled content.

Emerging Market Builders

Tinna Rubber and Infrastructure in India runs eight recycling locations, supplies crumb rubber modifier to Indian Oil Corporation, and is growing in Oman, Saudi Arabia and South Africa. Lead Reclaim and Rubber Products in Gujarat is expanding powder and tile output. In Australia, Tyrecycle operates seven plants, including the first dedicated mining tire plant at Port Hedland, and ResourceCo supplies crumb rubber for road projects.
