Inner Liners Anchor Demand While Drug Stoppers Set the Pace in Bromobutyl Rubber

Radial Insights values the global bromobutyl rubber market at USD 2.18 Billion in 2025, rising to USD 2.28 Billion in 2026 and USD 3.37 Billion by 2035 at a 4.45% CAGR. Growth tracks tire output and injectable drug packaging more than any other end use.

Bromobutyl rubber (BIIR) is isobutylene-isoprene rubber that has been brominated to speed up cure and allow co-vulcanization with natural rubber and SBR. Its very low air and moisture permeability makes it the standard polymer for tubeless tire inner liners and for elastomeric vial stoppers and syringe plungers. This study covers virgin bromobutyl sold as bales or in compounded form to tire makers, pharmaceutical closure converters and industrial users. It excludes chlorobutyl rubber, regular butyl rubber and reclaimed butyl, which Radial Insights tracks in separate reports.

Tire inner liners take the largest share of volume. Global tires and tire products consumed 18.04 million tonnes of rubber in 2024, with China alone at 43%, according to IRSG data quoted by JATMA, and almost every radial tubeless tire carries a halobutyl liner. US tire shipments reached a forecast 337.4 million units in 2025, a record, which keeps liner demand steady in the largest replacement market outside Asia.

Pharmaceutical stoppers and closures form the fastest-growing application at 6.20% CAGR, lifted by GLP-1 injectables, biologics and prefilled syringes. Africa is the fastest-growing region at 5.55% CAGR from a small base, while Asia Pacific holds 46.20% of 2025 revenue. Trade policy now shapes prices as well: China placed five-year anti-dumping duties of 13.8% to 30.1% on halogenated butyl from Canada and Japan in March 2026.

Supply is concentrated in fewer than ten producer groups, led by ExxonMobil, ARLANXEO and SIBUR, with Chinese entrants such as Zhejiang Cenway adding capacity through 2027. That mix of steady tire volume, faster medical demand and a shifting supply map defines the outlook for the bromobutyl rubber market over the next decade.

Inner Liners Lead on Volume, Drug Stoppers Lead on Growth

Tire inner liners remain the core of the bromobutyl rubber market and grow at 4.30% a year, close to the pace of radial tire output in Asia. Pharmaceutical stoppers and closures grow at 6.20% because each new biologic, GLP-1 pen and prefilled syringe needs a low-extractable elastomer. Curing bladders and inner tubes trail at 3.10% as tube-type tires keep losing share in India, Africa and Southeast Asia.

Heavier Tires Need Thicker Liners

Truck and bus tires grow at 4.70% and off-the-road tires at 4.90%, ahead of passenger and light truck tires at 4.20%. Larger casings run at higher inflation pressure and longer service lives, so retreadable truck tires and mining tires use more liner compound per unit. US replacement truck tire shipments rose 7.9% in 2025, according to USTMA.

Specialty and Pharma Grades Gain on Standard Bales

Standard bromobutyl grows at 4.10%. Star-branched and specialty grades grow at 5.20% as tire makers chase thinner liners for lower rolling resistance, and pharmaceutical-grade material grows at 6.00% because it carries tighter purity and traceability requirements that only a few plants meet.

Packaging Converters Are the Fastest-Growing Buyers

Pharmaceutical packaging converters grow at 6.10%, against 4.30% for tire manufacturers and 3.70% for industrial and construction product makers. West Pharmaceutical Services, Datwyler and Aptar Pharma all reported higher elastomer component sales for 2025.

Market Dynamics

Market Trends

Chinese Capacity Moves From Regular Butyl Into Halobutyl

Chinese producers are shifting new investment toward halogenated grades. Zhejiang Cenway filed plans in January 2025 to add 70 ktpa at Jiaxing, of which 65 kt is halobutyl, and opened a public consultation in October 2025 on a project costing about RMB 170.5 million. In July 2026 Befar Group outlined a halobutyl complex in Binzhou, Shandong, with a first-phase budget of RMB 1.822 billion aimed at tire inner liners.

Trade Remedies Redraw Import Flows Into China

China's Ministry of Commerce issued a preliminary anti-dumping ruling on halogenated butyl rubber from Canada and Japan in August 2025, with deposits applied from 14 August 2025. The final ruling on 13 March 2026 set five-year duties of 15.0% for Japan Butyl Co., 30.1% for other Japanese producers and 13.8% for ARLANXEO Canada and other Canadian suppliers. Imports from India were excluded from the case.

Injectables Pull Elastomer Components Higher

Medical demand is growing faster than tire demand. West Pharmaceutical Services reported 2025 Proprietary Products sales of USD 2,492.1 million, up 6.8%, while Aptar Pharma said Q4 2025 injectables sales rose 24% on GLP-1 elastomeric components. Datwyler's Healthcare division grew 8.1% in constant currency to CHF 462.7 million in 2025.

Ownership Questions Hang Over Western Supply

ARLANXEO, a top-three halobutyl producer, said in October 2025 that it plans to close its Port Jerome synthetic rubber site in France, citing weak European demand. In September 2026 Bloomberg reported that Saudi Aramco is weighing a sale of ARLANXEO as part of an asset program of up to USD 35 billion, with no decision made. Buyers are now asking for second sources.

Restraints and Challenges

Flat Replacement Volumes in Europe

Europe's car tire replacement market fell 2% to 224.1 million units in 2025, and truck and bus replacement fell 4% to 11.0 million units, according to Tyres Europe data. Lower volumes reduce liner demand in a region that holds 21.30% of bromobutyl rubber revenue.

Duty-Driven Price Gaps

China's 13.8% to 30.1% duties on Canadian and Japanese halogenated butyl widen regional price gaps and push Western producers to re-route cargoes into India, Southeast Asia and Latin America. That adds price pressure outside China through 2027.

Feedstock and Bromine Cost Swings

Bromobutyl depends on high-purity isobutylene, isoprene and elemental bromine. Bromine supply is concentrated in Israel, Jordan, China and the US, so outages or freight delays pass quickly into contract prices, and small converters have little room to absorb them.

Slow Japanese Tire Output

Japan produced 122.36 million tires in 2024, down 5.8%, according to the JATMA Tyre Industry of Japan 2025 report. Tires take 80% of the rubber used by Japan's rubber industry, so weak tire output there weighs directly on local halobutyl demand. US data from USTMA also show a 3.5% fall in passenger original equipment shipments in 2025.

Growth Drivers

Record Tire Shipments and Radialization

USTMA expects US tire shipments of 337.4 million units in 2025, slightly above the 337.3 million shipped in 2024, with light truck replacement up 2.9% and truck replacement up 7.9%. Global tires and tire products used 18.04 million tonnes of rubber in 2024, up 2%, and China accounted for 7.69 million tonnes. Every tubeless radial tire needs a halobutyl liner, and the switch from bias and tube-type tires in India, Africa and Southeast Asia adds liner volume on each new truck tire line. India's tire exports reached Rs 27,312 crore in fiscal 2026, up 9%, which supports new radial capacity there. Radial Insights estimates this driver adds about +1.6% to annual growth in the bromobutyl rubber market through 2035.

Biologics, GLP-1 Pens and Prefilled Syringes

Injectable drugs need stoppers and plungers with very low gas permeability and low extractables, a specification bromobutyl meets better than most elastomers. West Pharmaceutical Services grew Proprietary Products sales 6.8% to USD 2,492.1 million in 2025 and guided group sales of USD 3.215 to 3.275 billion for 2026. Aptar Pharma reported 2025 sales of USD 1.74 billion, up 6%, and Datwyler's Healthcare division reached CHF 462.7 million. Each of these converters buys pharmaceutical-grade halobutyl under multi-year qualification contracts. We estimate medical demand contributes roughly +1.1 points to the 4.45% CAGR, which is more than its share of volume.

New Asian Capacity Lowers Delivered Cost

Zhejiang Cenway's expansion would take its Jiaxing site to 74.6 ktpa of bromobutyl and 40.4 ktpa of chlorobutyl, on top of a 100 ktpa butyl plant in Panjin. Befar Group's Binzhou project and Nizhnekamskneftekhim's 200,000 tonne halobutyl capacity, completed in December 2023, add further supply. More capacity near Chinese, Indian and Thai tire clusters cuts freight and lead times, which encourages mid-sized tire makers to move to full halobutyl liners instead of blends with natural rubber. The effect is worth close to +0.7% of yearly market growth over the forecast period.

Opportunities

Thinner, Lighter Liners for Electric Vehicle Tires

Electric vehicles need tires that hold pressure longer and roll with less resistance. Star-branched and high-impermeability bromobutyl grades let tire makers cut liner gauge without losing air retention, which saves weight. Global vehicle production reached 96.4 million units in 2025, according to OICA, and China alone built 16.6 million new energy vehicles, so specialty grades growing at 5.20% have a clear runway.

Qualified Second Sources for Pharma Buyers

Drug makers want two qualified suppliers for every critical component. With ARLANXEO's ownership under review and Chinese duties in place, a producer that qualifies pharmaceutical-grade bromobutyl in India, the Middle East or Southeast Asia could win long-term supply contracts from stopper converters.

Asia Pacific Holds Almost Half of Bromobutyl Rubber Revenue and Africa Grows Fastest

Asia Pacific (APAC)

Asia Pacific (APAC) accounted for a 46.20% share of the bromobutyl rubber market in 2025, worth USD 1,007.16 Million. APAC revenue is forecast to reach USD 1,648.39 Million by 2035 at a 5.05% CAGR. China used 7.69 million tonnes of rubber in tires in 2024, and new halobutyl capacity from Zhejiang Cenway and Befar Group sits close to Chinese tire clusters. India's record tire exports of Rs 27,312 crore in fiscal 2026 add a second growth engine in the region.

North America

North America held an 18.40% share in 2025, worth USD 401.12 Million, and is expected to reach USD 574.07 Million by 2035 at a 3.65% CAGR. US tire shipments of 337.4 million units in 2025 and ExxonMobil's Baytown halobutyl plant keep North America a balanced market. North American demand from West Pharmaceutical Services and other stopper converters grows faster than the tire base.

Europe

Europe represented a 21.30% share of 2025 revenue, worth USD 464.34 Million, and should reach USD 639.35 Million by 2035 at a 3.25% CAGR, the slowest of any region. European car tire replacement sales fell 2% to 224.1 million units in 2025. Europe still hosts large pharmaceutical closure plants run by Datwyler and Aptar, which keep higher-grade volume in the region.

Latin America

Latin America accounted for a 6.10% share in 2025, worth USD 132.98 Million, rising to USD 207.50 Million by 2035 at a 4.55% CAGR. Brazil and Mexico host large tire plants owned by global majors, and Latin American imports of halobutyl may rise as Canadian and Japanese cargoes move away from China after the March 2026 duties.

Middle East

The Middle East held a 4.60% share in 2025, worth USD 100.28 Million, and is forecast to reach USD 167.28 Million by 2035 at a 5.25% CAGR. Saudi Aramco owns ARLANXEO, and Middle East tire investments in Saudi Arabia and Turkey add new liner demand over the decade.

Africa

Africa held a 3.40% share in 2025, worth USD 74.12 Million, and is the fastest-growing region with a 5.55% CAGR to USD 127.21 Million by 2035. African tire plants in Morocco, Egypt and South Africa are moving from tube-type to tubeless radial production, which raises bromobutyl use per tire.

Five Producer Groups Control Most Bromobutyl Rubber Capacity

The bromobutyl rubber market is concentrated. Building a halobutyl line requires cationic polymerization at very low temperature, a halogenation stage and long qualification cycles with tire and pharmaceutical customers, so new entrants are rare. We group the field into four tiers.

Global Integrated Leaders

ExxonMobil Chemical sells Exxon Bromobutyl from plants in Baytown, Texas, and Singapore, and holds a stake in Japan Butyl Co. through a joint venture with ENEOS Materials. ARLANXEO, owned by Saudi Aramco since 2019, sells X_Butyl grades from Sarnia in Canada and Zwijndrecht in Belgium and remains a key qualified supplier for pharmaceutical stoppers. Both companies offer star-branched and pharma grades that set the technical benchmark.

Russian and Indian Producers

SIBUR's Nizhnekamskneftekhim lifted halobutyl capacity to 200,000 tonnes in December 2023, making it one of the largest single sites worldwide. Reliance Sibur Elastomers runs a halobutyl plant at Jamnagar, India, which supplies Indian tire makers and benefited when China excluded India from its anti-dumping case.

Chinese Challengers

Zhejiang Cenway New Materials is the most aggressive Chinese expander, targeting 74.6 ktpa of bromobutyl at Jiaxing in addition to its Panjin butyl plant. Shandong Chambroad Petrochemicals operates a bromobutyl unit, and Befar Group plans a new Binzhou complex aimed at European and Chinese tire makers. Chinese grades compete mainly in standard tire liners, where price matters more than certification.

Pharmaceutical Converters as Strategic Buyers

West Pharmaceutical Services, Datwyler and Aptar Pharma are not polymer producers, but their buying decisions shape the premium end of the bromobutyl rubber market. They qualify specific grades for years, pay above tire-grade prices and increasingly ask for dual sourcing, which gives qualified producers pricing power.
