Spectrum Rules and Road Pilots Move Automotive V2X Communication From USD 1.36 Billion in 2025 Toward USD 7.24 Billion
Automotive V2X communication generated USD 1.36 Billion worldwide in 2025, and Radial Insights expects USD 1.61 Billion in 2026 and USD 7.24 Billion by 2035, a CAGR of 18.20%, as C-V2X replaces DSRC in the US and China scales vehicle-road-cloud pilots.
The automotive V2X communication market covers hardware, software and services that let vehicles exchange safety and traffic messages with other vehicles (V2V), roadside infrastructure (V2I), vulnerable road users (V2P) and cellular networks (V2N). Hardware includes on-board units, telematics modules with V2X chipsets and roadside units. Software covers protocol stacks, security credential management and applications, and services include deployment, data platforms and subscriptions. We exclude vehicle-to-grid charging, generic telematics without a V2X safety function, and roadside sensors with no communication link.
Three policy moves shape the outlook. The US FCC's C-V2X rules took effect on 11 February 2025, setting aside 30 MHz between 5.895 and 5.925 GHz, and DSRC operations must end on 14 December 2026. China's State Council reported in September 2025 that more than 3 million vehicles carry 5G and C-V2X equipment and that 20 vehicle-road-cloud pilot cities are being fast-tracked. In August 2026, India's road transport ministry proposed making C-V2X V2V mandatory on all new vehicles from 1 October 2028.
5G-V2X is the fastest technology segment, with a 34.60% CAGR, as 5GAA expects mass-market 5G-V2X models between 2026 and 2029. DSRC and ITS-G5 shrink at 6.80% a year over the decade as the US band closes. Two-wheelers are the fastest vehicle segment at 24.90%, because India's draft rule covers L-category vehicles.
Asia Pacific (APAC) is the largest and fastest-growing region, with a 19.60% CAGR led by China and India.

LTE-V2X Leads Today While 5G-V2X Grows at 34.60%
LTE-V2X, based on 3GPP Release 14, is the installed base in China and the technology US deployments are now using in the upper 20 MHz of the C-V2X band. It grows at 15.40% a year as Chinese pilot cities and US state projects add units. 5G-V2X grows fastest, at 34.60%, from a small base. In May 2025, 5GAA showed 5G-V2X Direct and satellite connectivity in BMW and Stellantis vehicles in Paris, and it expects 5G-V2X in mass-market models between 2026 and 2029. DSRC and ITS-G5 decline at 6.80% a year. The FCC stopped new DSRC licences after 11 February 2025, and US DSRC operations end in December 2026, leaving ITS-G5 mainly to some European corridors.
Network and Pedestrian Use Cases Outpace V2V
V2V grows at 17.20% a year. It is the classic safety case, but it needs many equipped vehicles before the benefit shows, which India's proposed mandate aims to solve. V2I grows at 18.90%, supported by public funds for roadside units at signalized intersections. V2P grows at 20.70% as cities target pedestrians and cyclists. V2N grows fastest at 21.40%: HARMAN's Ready Aware service, launched in February 2025, delivers hazard alerts over 4G and 5G with no extra vehicle hardware, so automakers can sell it as a software feature on cars already in use.
Software, Security and Services Outgrow Hardware Units
On-board units and modules grow at 17.60% a year, since falling chipset prices offset volume gains. Roadside units grow at 18.40%, backed by programs such as the US V2X Accelerator. Software and security stacks grow at 21.10%, because every message must be signed and every vehicle needs credentials. Services and data platforms grow fastest, at 22.30%, as tolling, signal priority and road-hazard data become paid services. 5GAA's November 2026 white paper on C-V2X tolling in the US points to this shift.
Two-Wheelers Become the Fastest Vehicle Segment
Passenger cars grow at 17.70% a year and remain the main revenue base, led by Chinese automakers and 5GAA members such as BMW, Stellantis and Toyota. Commercial vehicles grow at 19.80%, because buses, trucks, snowplows and emergency vehicles are the first targets of public deployments. Two-wheelers grow at 24.90% from a very small base. India's draft rule would cover L-category vehicles in the world's largest two-wheeler market.

Market Dynamics
Market Trends
The US Has Settled on C-V2X
The US debate between DSRC and C-V2X is over. The FCC's Second Report and Order took effect on 11 February 2025, giving C-V2X three 10 MHz channels between 5.895 and 5.925 GHz and ending DSRC operations on 14 December 2026. State DOTs now buy C-V2X roadside units. Utah's Connecting the West fact sheet of August 2025 plans 750 roadside units across Utah and Colorado, plus 215 on-board units for snowplows, buses and emergency fleets. A single standard lowers risk for automakers that delayed V2X while the spectrum was disputed.
China Builds Vehicle, Road and Cloud Together
China's approach combines V2X radios with roadside sensing and cloud control platforms. The State Council said in September 2025 that more than 3 million vehicles have 5G and C-V2X equipment, more than 35,000 km of test and demonstration roads are open, and 20 vehicle-road-cloud pilot cities are being fast-tracked for the 2024-2026 pilot period. Level-2 driver assistance was fitted to 62.58% of new passenger cars sold from January to July 2025, giving roadside data a large base of vehicles that can use it.
Chipmakers Are Consolidating
In June 2025, Qualcomm completed its acquisition of Autotalks, the Israeli V2X chip specialist, and is folding its products into the Snapdragon Digital Chassis. That puts one company in charge of cellular, V2X and compute chips for many cockpit and telematics designs. The trade press reported a purchase price well below the value discussed for the earlier, abandoned deal, which shows how long V2X revenue took to arrive.
Satellite and Network Links Join Direct Radio
V2X is no longer only direct radio between vehicles. 5GAA's Paris demonstrations in May 2025 combined 5G-V2X Direct with satellite links, and its February 2026 Sacramento demonstrations covered C-V2X tolling and satellite connectivity. In January 2026, 5GAA welcomed the European Union's 5G Strategic Deployment Agenda for connected and automated mobility. In October 2026, it signed a memorandum of understanding with the CAR 2 CAR Communication Consortium, the main ITS-G5 group in Europe, which narrows the gap between the two European camps.
Restraints and Challenges
The Network Effect Problem
V2V safety benefits appear only once a large share of vehicles can talk to each other, but early buyers pay the cost before then. Without mandates, automakers have fitted V2X to only a few models outside China. India's proposed rule for 1 October 2028 is one of the few attempts to force fitment across a whole national fleet.
Roadside Funding Depends on Public Budgets
Roadside units need public money for installation, power, backhaul and maintenance. The US V2X Accelerator gave USD 60 million to Maricopa County DOT, the Texas A&M Transportation Institute and Utah DOT, but recipients must keep operating for at least five years without more federal funds. If budgets tighten, deployment slows.
DSRC Stranded Assets and Migration Cost
Agencies and fleets that installed DSRC equipment before 2025 must replace or reflash it before the band closes, as explained in the 5GAA FAQ on the FCC 5.9 GHz rules. That migration uses budget that could have funded new coverage, and it delays measurable safety gains in early pilot corridors.
Security, Privacy and Supply-Chain Rules
Each V2X message needs certificate-based signing, which requires credential systems that most regions have not finished building. The US Commerce Department rule of January 2025 bans connectivity hardware and software with a China or Russia link from US connected vehicles, which narrows the supplier pool for US models and adds compliance cost for module makers.
Growth Drivers
Spectrum Certainty and Federal Deployment Targets in the US
With the FCC's C-V2X rules in force since 11 February 2025, US buyers know which radio to specify for the first time in a decade. USDOT's national V2X deployment plan of August 2024 targets V2X on 20% of the National Highway System and at 25% of signalized intersections in the top 75 metro areas by 2028, rising to 50% on both measures in 2029-2031. The V2X Accelerator funded Arizona, Texas and Utah to build model deployments, and Utah alone plans 750 roadside units. Each corridor creates demand for roadside units, fleet on-board units, security credentials and integration services. Fleet and transit agencies we interviewed said firm spectrum rules were the condition they had waited for before committing capital. We estimate US policy certainty adds about 1.9 percentage points to annual market growth through 2031.
China's Vehicle-Road-Cloud Program and National Fitment
China is the largest source of V2X volume. More than 3 million vehicles carried 5G and C-V2X equipment by September 2025. The country runs 20 vehicle-road-cloud pilot cities, 7 national connected-vehicle pilot areas and 17 national intelligent connected vehicle demonstration areas. In the 16 earlier smart-city pilot cities, sensing and communication equipment already covers more than 2,000 key intersections. Chinese automakers fit C-V2X to sell high-level driver assistance, and local governments pay for roadside coverage to attract industry. With Level-2 systems in 62.58% of new cars sold in early 2025, V2X data has many vehicles that can use it. This driver accounts for roughly 2.6 points of yearly growth and is the main reason Asia Pacific (APAC) grows fastest.
Mandates and 5G-V2X in Emerging Markets
India's draft AIS-230 rule from August 2026 would require C-V2X V2V on all new L, M and N category vehicles from 1 October 2028, after voluntary fitment rules from 1 October 2027. India is the world's largest two-wheeler market. At the earlier estimate of Rs 5,000-7,000 per device, a mandate would create a large market for modules almost at once. 5GAA, which has more than 110 members, filed a response on 26 August 2026 supporting C-V2X. Combined with the 5G-V2X model launches 5GAA expects between 2026 and 2029, we estimate this adds close to 1.4 points of yearly growth from 2028.
Opportunities
Tolling and Road-Usage Charging
5GAA's May 2026 agreement with IBTTA, the tolling industry association, and its November 2026 white paper on C-V2X tolling point to tolling as a revenue source that could pay for roadside units. Replacing tags and gantries with V2X messages would give road operators a reason to fund V2X apart from safety.
Vulnerable Road User Protection
V2P alerts for pedestrians, cyclists and motorcyclists, and work-zone warnings for road crews, give cities a visible safety benefit. Software suppliers able to integrate phone-based and roadside V2P are well placed as Euro NCAP's three-year protocol cycle and city safety programs raise expectations.
Asia Pacific Leads Automotive V2X Communication With a 46.30% Share and the Fastest Growth
Asia Pacific (APAC)
Asia Pacific (APAC) holds 46.30% of the automotive V2X communication market in 2025, worth USD 630 Million. We forecast USD 3.77 Billion by 2035, a 19.60% CAGR, the highest of any region. China's 20 vehicle-road-cloud pilot cities and more than 3 million equipped vehicles make up most of the volume. India's draft mandate for October 2028 and Japan's ITS Connect add growth, and Toyota joined 5GAA as a Gold Member in May 2026.
North America
North America accounts for 24.80% of 2025 revenue, or USD 337 Million, and is forecast to reach USD 1.66 Billion by 2035, a 17.30% CAGR. The FCC's C-V2X rules, effective February 2025, and USDOT's target of 20% National Highway System coverage by 2028 drive spending. Utah, Arizona and Texas run the V2X Accelerator model deployments, and Utah plans 750 roadside units in its Connecting the West project.
Europe
Europe represents 21.60% of the market, worth USD 294 Million in 2025, and is forecast at USD 1.25 Billion in 2035, growing at 15.60% a year. Growth is slower because Europe split between ITS-G5 and C-V2X. The October 2026 agreement between 5GAA and the CAR 2 CAR Communication Consortium and the EU's 5G Strategic Deployment Agenda from January 2026 should bring the two camps closer.
Latin America
Latin America holds 2.70% of 2025 revenue, worth USD 37 Million, with USD 183 Million expected by 2035 at a 17.40% CAGR. Early interest centers on transit signal priority and toll roads in the larger economies. Growth depends on whether regulators follow the US 5.9 GHz C-V2X allocation.
Middle East
The Middle East has a 3.10% share, worth USD 42 Million in 2025, rising to USD 238 Million by 2035 at 18.90% a year. Smart-city projects and new highways in Gulf states allow V2X roadside units to be built in from the start. Public agencies in the region buy V2X mainly as part of larger intelligent transport contracts.
Africa
Africa accounts for 1.50% of the automotive V2X communication market, worth USD 20 Million in 2025, and is forecast to reach USD 107 Million by 2035 at an 18.00% CAGR. Early demand is likely to come from toll concessions, logistics corridors and fleet telematics in the larger economies. Network-based V2N services suit the continent better than large roadside programs.

Primary Interview Insights
What changed after the FCC rules took effect?
Transportation agencies told us a settled standard let them move from pilots to procurement. They now specify C-V2X roadside units in corridor tenders instead of waiting.
Why has V2X fitment been slow outside China?
Product planners said V2V only pays off once many cars are equipped, so they waited for spectrum certainty or a mandate. Network-based V2N features are easier to justify because they work on today's connected fleet.
How is V2X sold to automakers now?
Suppliers said V2X is increasingly bundled into the main connectivity platform rather than sold as a separate box. That lowers the cost to add V2X per vehicle but squeezes standalone V2X chip vendors.
Which applications matter most to fleets?
Transit and maintenance fleet managers pointed to signal priority, work-zone alerts and snowplow warnings. They value measurable time savings over general safety claims.
Can V2X fund itself?
Road operators said tolling and road-usage charging could pay for roadside units if V2X messages can replace tags and gantries. They see safety data as an extra benefit, not the business case.
