Consolidation and waterborne rules are reshaping a refinish coatings market that still grows faster than collision volumes
Body shops worldwide spent USD 11.20 Billion on Automotive Refinish Coatings in 2025, a figure Radial Insights expects to reach USD 11.60 Billion in 2026 and USD 15.95 Billion by 2035, growing at a 3.60% CAGR. The driver is a large, aging fleet: S&P Global Mobility put the average US light vehicle at 12.8 years in 2025, with 289 million in operation.
We define the market as primers, sealers, fillers, basecoats, clearcoats and single-stage topcoats sold to collision and repaint shops for passenger and commercial vehicles, including color-matching systems sold with the paint. We exclude factory OEM coatings, electrocoat, aftermarket wraps and films, and protective products such as ceramic coatings, which follow different buying patterns.
The industry is in the middle of its biggest restructuring in two decades. BASF sold its coatings unit, including refinish, to Carlyle at a EUR 7.7 billion enterprise value, closing in June 2026 as Surventis. AkzoNobel and Axalta agreed in November 2025 to an all-stock merger worth about USD 25 billion in enterprise value, and in October 2026 they named the future company Axanzo.
Technology mix drives the growth spread. UV-Cured systems are the fastest segment at a 7.40% CAGR because they cut cure time for spot repairs, and Waterborne coatings grow at 5.60% as VOC rules tighten. Asia Pacific (APAC) is the fastest region at 4.80% a year on rising car ownership and insurance penetration.
Near-term demand is soft in North America. Axalta's fourth-quarter 2025 Refinish net sales fell 7% to USD 509 million on lower claims, and PPG reported a high single-digit organic refinish decline in the same quarter. The Automotive Refinish Coatings market still grows over the decade because repair complexity and paint cost per job keep rising faster than claim counts fall.

Polyurethane stays the core resin and grows at 3.70%
Two-component polyurethane clearcoats and topcoats offer the gloss and chemical resistance insurers expect for a lifetime repair warranty. Epoxy, at 3.40%, is used in corrosion primers for aluminum and high-strength steel panels. Acrylic grows at 3.20% in basecoats, while Alkyd, at 1.80%, is limited to low-cost single-stage repaints, mainly in emerging markets.
UV-Cured systems lead technology growth at 7.40%
UV primers and fillers cure in minutes, which raises booth throughput for small repairs. Waterborne basecoats grow at 5.60% as rules such as South Coast AQMD Rule 1151 push shops away from solvents. High-Solids clearcoats, at 3.90%, help meet VOC limits without a full process change, while Solventborne products grow only 1.40%.
Clearcoat grows fastest by layer at 3.90%
Every repair ends with clearcoat, and modern blending techniques spread it over larger areas to hide color differences. Basecoat grows at 3.80% on complex tri-coat and effect colors, Primer at 3.30%, and Sealer and Filler at 2.90% as more damaged panels are replaced rather than repaired.
Light Commercial Vehicles outpace Passenger Cars at 3.90%
Delivery van fleets have high accident exposure and short repair cycles, so their paint use per vehicle is above average. Passenger Cars grow at 3.60% and dominate volume, while Heavy Commercial Vehicles, at 3.10%, gain from dedicated tools such as Sherwin-Williams' Pronto XL dispenser for truck refinish.
Multi-Shop Operators grow at 4.60%, ahead of independents

Market Dynamics
Market Trends
Supplier consolidation on an unprecedented scale
In October 2025, BASF signed a binding deal to sell its coatings business, including automotive refinish, to Carlyle at a EUR 7.7 billion enterprise value while keeping a 40% stake; the deal closed in June 2026 and the company now trades as Surventis. In November 2025, AkzoNobel and Axalta announced their all-stock merger with about USD 17 billion of combined 2024 revenue. Shareholders of both companies approved it in August 2026, and the companies expect to close in early 2027.
Competition remedies may reshape the European refinish map
In October 2026, AkzoNobel and Axalta submitted remedies to the European Commission under case M.12269, moving the Phase I deadline to November 6, 2026. Reuters reported, citing unnamed sources, that the package may include selling AkzoNobel's vehicle refinish business, which the companies have not confirmed. A divestment would create a new mid-sized refinish supplier in Europe.
Automated mixing and digital color matching
In May 2026, Sherwin-Williams Automotive Finishes launched the Collision Core Pronto XL dispenser, which mixes 32 oz to 5 gallon batches to 0.01 g accuracy, about 50% faster than manual mixing. PPG said its LINQ subscriptions and MoonWalk mixing installations passed 3,200 by the end of 2025. Automated dispensing cuts paint waste, which changes how shops buy and how suppliers price.
Repair complexity rises with ADAS
CCC's 2026 Crash Course found that 28.3% of repairable estimates included calibrations, a sign of the sensors now built into bumpers and grilles. Radar-transparent paint layers and strict film-build limits mean shops must follow OEM repair procedures closely, which favors premium paint lines with OEM approvals.
Restraints and Challenges
Falling claim counts in North America
Axalta reported a 7% drop in fourth-quarter 2025 Refinish net sales to USD 509 million, mainly due to reduced claims activity and customer inventory changes, and its first-quarter 2026 Refinish sales fell another 3% to USD 498 million. PPG reported a double-digit organic decline in automotive refinish in the second quarter of 2026. Higher insurance premiums lead some drivers to skip claims for minor damage.
More total losses mean fewer repaint jobs
CCC data show total loss frequency reached a record 23.1% of US claims. Each car written off is a repair job, and a paint order, that never happens, which caps volume growth even as average repair severity rises.
Environmental compliance costs for shops
US body shops that spray coatings containing target metals must meet the EPA's Auto Body Rule (NESHAP 6H), covering spray booths, gun cleaning and painter training. In California, proposed amendments to Rule 1151 presented in January 2025 would phase out the solvents t-BAC and pCBtF and give shops until January 1, 2030 to move to water-based coatings. Converting a booth for waterborne drying adds capital cost for small independents.
Merger uncertainty for distributors and shops
Two of the largest refinish brand owners are combining while a third has changed ownership. Distributors told us they expect brand rationalization and contract renegotiation through 2027, which may delay shop purchasing decisions on new mixing systems.
Growth Drivers
An older, larger vehicle fleet keeps repair demand high
S&P Global Mobility estimated the average US light vehicle age at 12.8 years in 2025, with 289 million vehicles in operation, and similar aging is visible in Europe and Japan. Older cars need more cosmetic repair, more rust treatment and more full-panel repaints, all of which use primer, basecoat and clearcoat. Global vehicle production of 96.4 million units in 2025, reported by OICA, keeps adding to the fleet each year. Axalta's return to 6% Refinish growth in the second quarter of 2026, to USD 545 million, shows how quickly demand recovers once claim activity steadies. We estimate the fleet effect supports about +1.2% of annual growth in the Automotive Refinish Coatings market, the largest single contributor.
Higher paint value per repair
Modern vehicles use tri-coat pearls, matte finishes and effect colors that need more material and more steps per job. CCC's 2026 Crash Course reported higher repair severity alongside a 28.3% calibration rate, which means each repaired car carries more labor and material. Suppliers such as Axalta, PPG and Sherwin-Williams price premium lines with OEM approvals above economy brands, and automated systems like PPG MoonWalk, now in more than 3,200 combined LINQ and MoonWalk installations, lock shops into a single paint brand. We credit rising paint value per job with roughly +0.8 percentage points of yearly growth, concentrated in the Basecoat and Clearcoat segments.
Insurance and car ownership growth in Asia Pacific (APAC)
China built 34.53 million vehicles in 2025 and India 6.49 million, according to OICA. As those fleets age past warranty and motor insurance becomes more common, demand moves from cheap single-stage repaints to branded two-component systems. Nippon Paint, KCC and Kansai compete with global brands for this business, and multinational suppliers are adding mixing-system installations in Chinese and Indian collision networks. This regional shift adds an estimated 0.6 points to the global CAGR and is why Asia Pacific (APAC) grows at 4.80%.
Opportunities
Low-energy and UV cure processes
UV-cured primers and low-bake clearcoats cut booth energy use and cycle time. With UV-Cured products growing at 7.40%, suppliers that pair the chemistry with handheld UV lamps and training can win shops looking to raise output without adding booths.
Commercial and fleet refinish
Electric delivery vans and truck fleets need fast turnaround and exact fleet colors. Products like Sherwin-Williams' Pronto XL show suppliers building dedicated systems for this channel, where Light Commercial Vehicles grow at 3.90%.
Asia Pacific (APAC) overtakes North America as the largest and fastest-growing refinish region
Mature regions hold large fleets but flat claim counts, while emerging regions add cars and insurance cover quickly. That gap explains the spread of regional growth rates below.
Asia Pacific (APAC)
Asia Pacific (APAC) holds 33.50% of 2025 revenue, worth USD 3.75 Billion. The region's refinish coatings sales reach USD 6.00 Billion by 2035 at a 4.80% CAGR. China built 34.53 million vehicles and India 6.49 million in 2025, per OICA, and Nippon Paint, KCC and Kansai compete with global brands across these markets.
North America
North America accounts for 30.20% of the 2025 market, or USD 3.38 Billion. North American revenue grows at 2.90% to USD 4.50 Billion by 2035. The US fleet of 289 million light vehicles averages 12.8 years old, while CCC reports a record 23.1% total loss frequency that limits repair volume.
Europe
Europe represents 25.60% of 2025 demand, equal to USD 2.87 Billion. European sales rise to USD 3.63 Billion in 2035 at 2.40% a year. The EU VOC Directive 2004/42/EC already makes waterborne basecoats standard, and the European Commission's review of the AkzoNobel and Axalta merger, with a November 6, 2026 Phase I deadline, will shape supplier structure.
Latin America
Latin America has a 5.90% share in 2025, about USD 0.66 Billion. Latin American demand climbs at 4.10% to USD 0.99 Billion by 2035. Brazil and Mexico host most of the region's collision networks, and many shops still use solventborne and single-stage products, leaving room for upgrades.
Middle East
The Middle East accounts for 3.10% of revenue, or USD 0.35 Billion in 2025. Middle East sales grow at 4.60% to USD 0.54 Billion by 2035. Hot climates and high UV exposure increase demand for durable clearcoats, and Gulf markets have a high share of premium vehicles.
Africa
Africa holds 1.70% of the 2025 market, about USD 0.19 Billion. African revenue rises to USD 0.30 Billion by 2035 at 4.70% a year, led by South Africa, Morocco and Egypt, where imported used cars feed a large repair and repaint trade.

Recent Developments
In October 2026, AkzoNobel and Axalta named their planned combined company Axanzo, to trade as AXZ on the NYSE and Euronext Amsterdam, with closing expected in early 2027.
In August 2026, shareholders of AkzoNobel and Axalta approved the all-stock merger of the two coatings groups.
In July 2026, Axalta reported second-quarter Refinish net sales of USD 545 million, up 6% year on year.
In June 2026, BASF closed the sale of its coatings business, including automotive refinish, to Carlyle; the business now operates as Surventis, with BASF keeping 40%.
In May 2026, Sherwin-Williams Automotive Finishes launched the Collision Core Pronto XL automated paint dispenser for commercial vehicle refinish.
In November 2025, AkzoNobel and Axalta announced a merger of equals with about USD 17 billion of combined revenue and a USD 25 billion enterprise value.
Four global brand owners control most premium refinish sales, and two of them are merging
The Automotive Refinish Coatings market is concentrated in premium tiers, where OEM approvals, color databases and mixing systems create high switching costs. Mid-tier and economy segments are more fragmented, with regional formulators competing on price.
Distribution matters as much as chemistry. Most paint reaches body shops through jobbers and paint distributors that carry one or two premium lines plus a value brand, and the supplier that installs the mixing bank, the spectrophotometer and the color software usually keeps the account for years. That is why Axalta's merger synergy target of USD 600 million in run-rate cost savings, disclosed with its second-quarter 2026 results, matters to competitors: a larger combined sales force can fund more equipment placements. Multi-shop operators, growing at 4.60% a year, negotiate national contracts that often include equipment, training and rebates, which squeezes margins for smaller paint brands without the balance sheet to match. Insurance-linked programs and OEM body shop certifications add a further filter, because a repairer certified for a premium car brand must use a paint line approved by that carmaker.
Global premium suppliers
Axalta, with Cromax, Standox and Spies Hecker, is the largest pure-play refinish supplier and reported FY2025 net sales of USD 5,117 million across all segments. PPG Industries sells Envirobase and Deltron systems and leads in digital tools through LINQ and MoonWalk. AkzoNobel offers Sikkens and Lesonal and is merging with Axalta to form Axanzo. Sherwin-Williams Automotive Finishes competes with Ultra 9K and its Collision Core dispensing systems.
Newly independent and private-equity owned players
Surventis, the former BASF Coatings business now majority owned by Carlyle, brings the Glasurit and R-M refinish brands and a strong OEM coatings base. Its new ownership may lead to more aggressive pricing and distribution expansion in 2027 and 2028.
Asian coatings groups
Nippon Paint, Kansai Paint and KCC Corporation hold strong positions in Japan, Korea, China and Southeast Asia. They benefit from local OEM relationships and lower cost structures, and they are upgrading waterborne lines to meet Chinese VOC rules.
Regional and value brands
Companies such as Berger Paints in India, Jotun in the Middle East and Africa, and numerous local formulators in Latin America serve price-sensitive shops with single-stage and solventborne systems. These suppliers gain when merger-driven brand rationalization pushes some distributors to look for alternatives.
